City of Batavia Historic Preservation Commission met Aug. 27.

Here is the minutes provided by the commission:

1. Meeting Called to Order

Vice-Chair Roller called the meeting to order at 5:40pm.

2. Roll Call

Members Present: Vice-Chair Roller; Commissioners Hohmann, Sullivan Sherer, and Bus

Members Absent: Chair Hagemann

Also Present: Jeff Albertson, Building Commissioner; Jennifer Austin-Smith, Recording Secretary

3. Approval of Minutes:

There were no minutes to approve at this time.

4. Items to be Removed, Added or Changed

There were no items to be removed, added or changed.

5. Matters From the Public (for items not on the agenda)

There were no members from the public to address the Commission.

6. COA Review Continued: 12 West Wilson Street – Wall Sign (Banner Up Signs, applicant)

The Historic Preservation Commission (HPC) began the continuance of the COA review of 12 West Wilson Street, a significant building in the downtown. Jon Kuhn., Banner Up Signs, shared that he brought the owner of the building alternate sign options the Commission suggested and the owner decided on having the sign face reduced and moved to the left side of the building on the limestone banner. Doing so, the historic First National Bank sign engraved in the limestone would be preserved. Bus noted that color of the sign has been changed since the last meeting. At the last meeting the sign was an orange color and now it appears to be dark brown. Bus continued that the HPC was not in favor of the orange color of the sign and asked the applicant what color are they proposing for the signage. Jon Kuhn. stated that the color would be dark brown and not the Benjamin Moore Earthy Russet as previous proposed. Hohmann and Sherer expressed their preference to have the sign located above the limestone and centered in the above brick. Roller noted that if the sign was located on the above brick the sign could be centered and much larger. Bus stated that if the sign color changes he would hope that the Commission would be able to review the change.

Motion: To recommend to Council approval of COA: 12 West Wilson Street – Wall Sign with the sign relocated above the stone and centered on the brick

Discussion was held on the motion. Bus stated that he would like to support this growing business that has chosen to reside in Batavia. He stated that the sign in the dark brown color pops against the limestone and would be more noticeable than if it were installed on the brick.

Nay: Bus

4-1 Vote, 1 Absent, Motion carried.

7. COA Review: 107 East Wilson Street – Façade Changes (Allen& Pepa Architects, applicant)

Lane Allen, architect and applicant, stated that this is a contributing building that was built in 1947. He showed the HPC a PowerPoint presentation showing the original front façade of the building, the proposed materials, and the surrounding area. He stated that this change to the entire façade was driven by form and function. Allen passed along samples of the proposed materials to be used for the building. The brand of the materials is Nichiha and one sample was titled fiber cement steel- tuff block and the other was titled cedar-vintage wood. The Commission discussed the proposed materials and the drastic change to the façade. Allen stated that the façade’s black appearance brings out the beauty in the surrounding historic buildings and would be similar to a geode with the interest being the beauty from the inside. Roller stated that normally in demolition COA’s there are two meetings required. She asked Albertson if this were considered a demolition since it is removing and changing the entire façade. Albertson stated that this is not considered a demolition COA since it is not the entire building.

Roller stated that since this is such a drastic change she would like an additional meeting to review this COA. Hohmann agreed and stated that there are no changes to be requested at this time but he would like more time to consider this. Sullivan asked the applicant if continuing this COA to the next HPC meeting would make them behind on their work. Allen stated that it would not. Sullivan stated that he would vote in favor of this COA right now but in respect to the other Commissioners who need more time he would vote in favor of a continuance.

Motion: To continue the COA Review: 107 East Wilson Street – Façade Changes to the next HPC meeting

8. COA Review: 35 North Water Street – Monument Sign (Fred Norris, applicant)

Fred Norris, applicant, showed the HPC PowerPoint slides of the proposed monument sign and site plan of the restaurant. The consensus of the Commission was in favor of the proposed changes.

Motion: To approve the COA Review: 35 North Water Street – Monument Sign as presented

9. COA Review: 10 North River Street – Rear Addition & Screen Porch (Dennis Kintop, applicant)

Fred Norris, architect, showed the Commission PowerPoint slides of the north elevation and east elevation. He stated that the limestone would be preserved and inside the screened-in porch. Norris stated that they are extending the profile of the existing roof and making the extension into a screened in porch. Norris showed the Commission photos supplied on his personal electronic device. The consensus of the Commission was in favor of the proposed changes.

Norris asked the Commission to give the owner permission to choose either asphalt shingles or metal (which is listed in the COA) based on the owner’s budget. He stated that the pitch on the roof would either have asphalt shingles made to match the existing or metal would be used. He would like the owners to have the final decision on which product would be used based on financials. The consensus of the Commission was in favor of giving the owner the final decision on whether to use metal or asphalt shingles.

Motion: To approve the COA: 10 North River Street – Rear addition and screen porch with the owners having the final decision on whether to use asphalt or metal shingles

Albertson stated that there is nothing to report at this time.

Casey O’Brien distributed a history of the 10-12 North River Street building to the HPC for their personal records.

12. Adjournment

There being no other business to discuss, Vice-Chair Roller asked for a motion to adjourn the meeting at 7:06pm; Made by Bus; Seconded by Sullivan. Motion carried.
