City of Aurora Planning Council met June 5.
Here is the minutes provided by the Council:
Call To Order:
Mr. Sieben called the meeting to order at 10:00 a.m.
Roll Call:
The following members were present: Mr. Sieben, Mrs. Vacek, Mr. Minnella, Mrs. Morgan, Mr. Broadwell, Mr. Feltman, Mr. Beneke, Mr. Cross and Ms. Leonard.

Approval Of Minutes:
18-0470 Approval of the Minutes for the Planning Council meeting of May 29, 2018.
A motion was made by Mrs. Vacek, seconded by Mr. Beneke, that the minutes be approved and filed. The motion carried by voice vote.
Agenda:
17-00875 Requesting a Public Hearing to Consider the Revisions to Aurora's Comprehensive Plan to Change the Land Use Designation for the Property located at east of Commons Drive, west of Route 59, north of Montgomery Road and south of the Burlington Northern railroad tracks (City of Aurora - 17-00875 / KDWK-17.169-COMP - AM - Wards 8 and 10)
Mr. Minnella said the plan is moving along. We just received the draft for the Market Study. As we go along with the process, we’ll keep staff informed.
Mr. Sieben said do we have a tentative date for the public hearing Alex?
Mr. Minnella said yes. It is August 8th.
Mr. Sieben said and the Market Study is a draft?
Mr. Minnella said it is done. It is a draft. We’ll review with the Economic Development Director and we’ll go from there.
18-0400 Requesting approval of a Special Use for a retail/restaurant use with a drive-through facility on Lot 1 of Greenfield Commons Second Resubdivision located at 2340 W. Indian Trail (Mid-America Group - 18-0400 / AU18/1-15.156-Su/Fpn - SB - Ward 5)
Mr. Broadwell said I spoke with the Project Manager last week and they are still waiting for the owner to review the revised site plan. It sounds like there are still changes coming.
Mr. Sieben said but it sounded like they may be in soon and they are going to shoot for a July public hearing date?
Mr. Broadwell said yes.
Mr. Beneke said we haven’t received any revisions yet. We talked about it this morning. We are going to go ahead and put notes in there based on as if the one that we received is the adequate one and then we’ll send them off something saying it needs whatever revisions and then they can provide us a new one.
Mr. Sieben said or just wait until we get the revisions. I don’t know that it’s going to be a major change, but you can just wait if you want.
Mr. Beneke said well what we have was with the 3 tenants. I know they said they are going to do that, but we haven’t seen or heard anything.
Mr. Sieben said obviously we’re just waiting until we get the revisions.
Mr. Beneke said I get it. I just want to get something in the books.

18-0425 Requesting the Establishment of a Special Use Planned Developmenton the property located at the northeast corner of I-88 and Mitchell Road to be incorporated under the existing West Corporate Center Phase III Special Use Planned Development and to change the underlying zoning district to ORI Office, Research, and Light Industrial District (The Pizzuti Companies - 18-0425 / AU02/3-17.202-SUPD/Ppn/Psd - TV - Ward 1)
Mrs. Vacek said so we sent out comments. We are just waiting for revisions. I think we gave them a lot of comments and talked through a lot of things at Planning Council. I don’t see this being a big deal. This is set for the June 20th Planning Commission.
Mr. Feltman said we sent out comments. I think the one thing that we need to all sit down with is for Lot 3, the northern lot. We need to figure out where that access point is going to be.
Mr. Sieben said are we supposed to be getting that from them?
Mr. Feltman said well we need to discuss this also with North Aurora.
Mr. Sieben said I know. I think I went through this last time, but are we getting that from the developer, Bill Perry? Are they going to propose a location?
Mrs. Vacek said yes. Maybe I’ll follow up with Bill and see if he can get that to us sooner than later because we still have to have discussions with North Aurora.
Mr. Feltman said yes.
Mr. Beneke said Fire had comments too and we’ve sent them out.
Mr. Cross said I’m pulling up exactly what they were. We had just some hydrant locations and radius dimensions and stuff like that.
Mr. Beneke said there was 1 hydrant maybe too close to the building and a couple of things like that. They had the radius as showing 200 feet. We think they are showing them at 200 and then 400. It should be 400, which should cover the building, but they didn’t show it right so we need to confirm that that is true. Then I think we confirmed that probably the Fire Department connection is going to be off of.
Mr. Cross said off the back side of it.
Mr. Beneke said yes, so I think that that’s okay. Then 1 hydrant is too close.

Farnsworth Avenue for a Day Care (6310) Use (814 Development/Rainbow Child Care Center - 18-0457 / OS01/1-18.022-FPN - JM - Ward 9)
Mrs. Morgan said Planning is still under review of this. We expect some comments on the landscaping. I know that they are still looking into that cross access easement with the bank. We are hoping to get comments out this week.
Mr. Cross said Fire and Building looked at it this morning. We’ve got comments. We just have to type them up and send them.
Mr. Feltman said we are in review right now. We haven’t sent out comments though.
