1. Call to Order

Co-Chair Dahl called the meeting to order at 10:00 am.

3. Office of Community Reinvestment - Workforce Development Division

A. OCR WIOA Performance Reports

Referencing documents included in the agenda packet, Dir. Berger noted (Lewis & Thomas arrive @ 10:02 a.m.) the reports provide a snapshot of the first half of their program year from July 1, 2017-December 31, 2017. The workNet Centers served over 6,400 individuals, which is about 10% more than the prior year. The Staff Assisted Career Services reached 80% of their goal for Adult Services and 65% of their goal for Dislocated Workers. The Training Assistance achieved 73% of their goal. Berger reported they have been working with three different companies through their Incumbent Worker Training (IWT) program. The Trade Adjustment Assistance (TAA) program had 95 participants. Youth Services hit about 71% of their goal for Youth in Occupational Training. In the Individual Youth Provider Service detail, Berger pointed out that Kishwaukee College already achieved 100% of their goal for the year.

B. OCR Financials

Staff Gonzalez reviewed the monthly financial reports included in the agenda packet noting the financial benchmarks and percentage spent for each grant. The Dislocated Workers programs have been trending a little low. All the funds for training in the Trade Assistance have been obligated through January; they will need to reallocate funds to cover summer scholarships. The Local Incentive Grant has $13,000 left to spend by June 30. Brief discussion followed. Dir. Berger presented the following resolution:

C. Resolution: Authorizing an Agreement with Central States SER – Jobs for Progress Inc. to deliver WIOA Youth Services

This authorizes a contract with Central States SER - Jobs for Progress Inc. to provide youth services through June 30, 2019, in an amount not to exceed $275,000.00.

4. Comments by Co-Chair

Co-chair Dahl discussed a Workforce Initiative event he attended last week at Elgin Community College.

Co-chair Gillam thanked Dahl for his participation as Committee Co-chair.

5. Jobs Committee Priorities

A. Construction Apprenticeship Programs and Careers - Stephen Lefaver, Director of Apprenticeship & Training - North Central Illinois Finishing Trades Institute (Priorities 4 and 6)

Referencing a presentation not included in the agenda packet, Mr. Lefaver shared an outlook on construction noting that it is the fastest growing industry in Illinois. Projections show over 25,000 new jobs will be added between 2014-2024. Careers in construction are highly technical and skilled. The average pay for a skilled worker is $30-$40 per hour yielding an average annual income of $60K-$70K. Lefaver discussed the shrinking workforce. He provided an overview of the apprenticeship programs offered through the North Central Illinois Finishing Trades Institute. He shared enrollment requirements. Their programs are all privately funded. In response to a question, Lefaver discussed the Helmets to Hardhats program for veterans. Considerable discussion followed.

6. Public Comment

Dir. VanKerkhoff discussed the importance of partners and acknowledged three individuals in the audience.
