4. Monthly Financial Reports

Monthly financial reports were included in the agenda packet. Finance staff Waggoner reported any budgets in the General Fund and Special Revenue Funds that are over the recommended amount have been reviewed and are not an area of concern at this time. No budget adjustments are necessary at this point.

5. State's Attorney (J. McMahon)

The monthly report has been included in the agenda packet. State's Atty. McMahon stated it is too early in the calendar year to talk about trends or increases and decreases.

6. Sheriff/Adult Corrections (D. Kramer)

Monthly reports were included in the agenda packet. Sheriff Kramer reported the foreclosure fees are up. In total, Civil Division fees are up $16,000 over last year at this time. They sent one inmate out to Kendall County at monthly cost of $1,860. The jail population is up, with an average of 558. The number of accidents were significant in January. They have had over 1,000 traffic stops. Kramer noted they have a new Warrant Officer. In one month, the officer attempted over 1,000 warrant services. In the Patrol Division, many of the workman’s comp injury cases are being resolved. A majority of those people should be back to work by the end of the month. Kramer will be hiring four people in March. He discussed the creation of a Traffic Unit. There has been a heightened awareness at the schools. Because of the recent walkout, they have had extra cars at the schools. His department intends to do an active shooter training at the major courthouses. He introduced the new Chief Deputy Patrick Gengler. Kramer presented the following resolution:

A. Resolution: Commending Chief Deputy Thomas L. Bumgarner for Thirty-Nine Years of Dedicated Service to the Kane County Sheriff's Office

This commends Chief Deputy Thomas L. Bumgarner for the manner in which he has carried out his 39 years of service and responsibility to the Kane County Sheriff's Office and the County of Kane.

7. Judiciary & Courts (Chief Judge Clancy Boles/D. Naughton)

The monthly reports were included in the agenda packet. Chief Judge Boles provided an update on the new EHM and GPS Task Force noting they had their first meeting last Monday. They discussed the vision and tasks to achieve. They outlined program specifics and reviewed a comparison of programs in other counties. Boles stated that everyone was in an agreement the new program should be 24/7 and include both EHM and GPS. Funding sources and particular functions necessary for the program still need to be worked out. Brief discussion followed.

8. Court Services Administration (L. Aust)

Dir. Aust reported the Illinois Supreme Court, AOIC, has not yet approved the county’s Veteran's Court. She hopes it will be done by the next committee meeting. She discussed HB4581, which seeks to raise the age of misdemeanants for juveniles. Aust shared her concerns over the bill noting it may have a disproportionate impact on the criminal system. Until it started moving through legislation a couple of weeks ago, she hadn't thought the bill was going anywhere.

State's Atty. McMahon provided further background on the bill. He and his counterparts across the state have been tracking the legislation. He has written to all the legislators that represent Kane County expressing his opposition of the bill. The long-term goal of the bill sponsors is to raise the age of Minority Juvenile Court to 25 years old. Raising the age would put someone who can legally buy alcohol, purchase a car, or serve at war with the military next to a 14-16 year old in Juvenile Court. He did not believe it could further public safety. McMahon shared information on the opportunities his office provides for first time offenders. He felt this was an issue primarily driven by legislators in Cook County.

Silva stated from a mental health point it makes some sense. She felt it would need a significant amount of support from the Federal Government but doesn't see that happening. Chief Judge Boles added the long-term ramifications would be huge. She pointed out there are only nine Juvenile Detention facilities across the state. If the age were raised, there would need to be more facilities. Considerable conversation occurred.

9. Juvenile Justice Center (M. Davis)

Supt. Davis presented the following resolution:

A. Resolution: Authorizing an Intergovernmental Agreement with Stephenson County for Juvenile Detention Services

This authorizes an agreement with the County of Stephenson (a copy of which shall be filed with the Kane County Clerk) for Juvenile Detention Services.

The monthly reports were included in the agenda packet. Davis provided an update on the JJC security system replacement. They have a contract in place for interim services until the system can be replaced. He will have more information to present at next month's meeting.

Silva announced the JJC is in need of volunteer barbers for haircuts. There would be a background check and a short training.

Referencing their monthly newsletter, Davis noted a Feed My Starving Children mobile pack went to the JJC. Probation Officers, Supervisors, Administrators, and representatives from DuPage County worked along with the kids to help package 15,000 meals for the children of Haiti. He felt it was a positive experience for the kids and hopes to do it again. Brief discussion followed.

10. KaneComm (D. Farris)

The monthly reports were included in the agenda packet. Dir. Farris reported they expect to go live on their new CAD system next Tuesday. He thanked Guthrie and staff for their work on the yearlong project. He discussed a training session and public education events. Farris presented the following resolution:

A. Resolution: Proclaiming April 8-14, 2018 National Public Safety Telecommunicators Week

This declares the week beginning April 8, 2018 thru April 14, 2018 National Public Safety Telecommunicators Week and congratulate the dedicated and hardworking members of the Kane County Emergency Communications Center for their ongoing outstanding service rendered to the community.

Referencing the monthly reports included in the agenda packet, Circuit Clk. Hartwell reported case filings are up from last year however, the number of files going to courts are down. It is still too early to see any particular trends.
