1. Call to Order

Co-Chair Starrett called the meeting to order at 10:05 am.

A. Legislative Update

Health Dept. Exec. Dir. Jeffers shared an overview of the Illinois Opioid Crisis Response Advisory Council, which is comprised of people from the IL Dept. of Public Health, IL Dept. of Human Services, the Division of Alcohol and Substance Abuse, and about 15 Health Departments statewide. Considerable conversation followed relative to the goals of the council.

Supv. of Assessments Armstrong provided an update on the assessment publications bill, HB5244. He outlined the bill’s process and noted the associations that have been backing it. The County Assessment Officer’s Association has currently been monitoring 54 bills. Brief discussion occurred.

Co-chair Starrett provided an update from Treasurer Rickert on the bond bills, SB2486 and HB4573, noting they are moving forward. She discussed SB444 regarding school funding reform. Internet sales tax will be going in front of the Supreme Court. She will be talking to Court Svcs. Dir. Aust and JJC Supt. Davis regarding two different bills on Juvenile Justice Reform.

Starrett promoted the upcoming 2018 NACo Legislative Conference on March 3-7 in Washington D.C. NACo will be having a 2018 Farm Bill Summit in April 5-7, the American City County Exchange (ACCE) Annual Meeting on August 8-10, and the United Counties Council of Illinois (UCCI) Legislative Reception on February 27-28.

Starrett discussed SB1451 for small cell wireless facilities. The Illinois Association of County Board Members has recommended the Board oppose this bill. It will limit the local authority to regulate site or charge permit fees for wireless facilities. The bill was placed on the Governor's desk on February 16.

Starrett shared an update on the upcoming Legislative Breakfast on March 12 noting an invitation will go out within the next couple of days. It will include legislative priorities for the county. She reviewed the agenda for the meeting. Co-chair Hernandez thanked Allan for her donations for the upcoming breakfast. Starrett acknowledged Peters and the IT department for their work on the breakfast.
