1. Call to Order

Chairman Silva called the meeting to order at 9:00 am.

3. Finance/Budget

The monthly financial reports were included in the agenda packet. Finance staff Waggoner noted no FY18 Budget concerns to report at this time.

5. Executive Director

A. Flash Report

Exec. Dir. Jeffers shared highlights from the monthly Flash Report included in the agenda packet. She noted the first Friday in February is National Go Red for Women Day. She promoted the Illinois Tobacco Quitline program and encouraged people to seek out support to quit smoking. Jeffers asked those in attendance to join in the One Billion Steps Walking Challenge held Jan.1-April 8 through the American Public Health Association.

B. Kane County Narcan Program - Uche Onwuta, Acting Director, Division of Disease Prevention

Referencing a document included in the agenda packet, staff Onwuta provided an overview of the Kane County Narcan program. Through the program, they have trained several law enforcement and social service agencies. Since 2014, over 6,000 Narcan doses have been distributed to area agencies. Unwuta reviewed a map showing the municipalities where 96 overdose deaths were prevented through Narcan. The grant also requires them to train agencies in Lee, Ogle, and DeKalb Counties. (Thomas arrives @ 9:11 a.m.) Jeffers noted that prior to 2017 the City of Aurora received Narcan through the DuPage County program. Brief discussion followed. Jeffers presented the following resolutions:

C. Resolution: Authorizing Personnel Replacement Hiring, Kane County Health Department Community Health Specialist II Public Health Nurse

This authorizes the Kane County Health Department to hire a replacement to fill the Community Health Specialist II Public Health Nurse position within the Department.

This authorizes the Kane County Health Department Executive Director to sign standardized non- monetary internship/volunteer affiliation agreements to execute formalized, collaborative relationships that strengthen population health within Kane County.

6. Animal Control

Monthly reports were included in the agenda packet. Admin. Youngsteadt noted have been working on updates to their website that will include information on lost and found pets. Once completed, he will have a presentation for the committee. In February, he will discuss rabies and present a resolution for a new vehicle. Brief discussion followed.

7. Office of Emergency Management

Monthly reports were included in the agenda packet. Dir. Bryant reviewed volunteer statistics from 2017. During the subzero temperatures they routinely monitor ice jams and electrical power outages in order to plan and establish help when necessary.
