Chairman Starrett called the meeting to order at 10:03 AM.

A. Legislative Update

Co-chair Starrett announced the Kane County Legislative Breakfast will be held on March 12, 2018. Invitations will go out soon. She stressed the importance of having department heads and legislators involved.

Starrett shared an overview of the Metro West Legislative Breakfast held today at Waubonsee Community College. There were seven legislators present. Discussion topics included the state budget process, mental health issues, a trailer bill that includes the wireless small cell and electronic waste recycling, legalization of marijuana, and tax increases. Brief conversation occurred.

Referencing a newspaper handout, Supv. of Assessments Armstrong stated the published assessments in that paper cost the county taxpayers over $27,900. Each parcel on the list also received a notice in the mail. Armstrong proposed for the county to continue publishing the general notice just not the full list. Each assessment also gets published on the county website in a searchable format. Taxpayers could also request the list be mailed or emailed. Armstrong discussed the steps needed to change the mandate. Considerable deliberation followed. Starrett announced that Environmental staff Jarland will be attending a webinar January 31 on how Illinois' Counties can opt in to the new Consumer Electronics Recycling Act. She will provide an overview of the information discussed at the February committee meeting.

Referencing a handout, Starrett promoted upcoming NACo events. (Smith leaves @ 11:05 a.m.) She discussed the Kane County Legislative Breakfast noting information on the county's top priorities will be sent out to the legislators for them to address at the meeting. She hopes to have a good number of department heads and Board members attend and share legislature that is important to them. Brief discussion followed.
