Village of Pingree Grove Board met Dec. 4.

1. CALL TO ORDER
President Wiedmeyer called the meeting to order at 7:00 pm
2. PLEDGE OF ALLEGIANCE
The Board recited the Pledge of Allegiance.
3.. ROLL CALL
The Roll was called; answering present were President Wiedmeyer and Trustees: Thomas, Spieker, Paszkiewicz, Kubiak, Dulkoski, and Hirschbein. Also present were: Police Chief Shawn Beane, Finance Director Karen Plaza, Public Works Director Pat Doherty, Village Attorney Dean Frieders, and Village Clerk Dawn Grivetti.
4. PUBLIC HEARING: to Approve a Proposed Property Tax Levy Increase for the Village of Pingree Grove, Illinois for 2017 payable in 2018
a. President Wiedmeyer opened the Public Hearing at 7:01pm. Attorney Frieders gave a brief summary of the truth in taxation act and aspects of the levy as presented. He stated equalized assessed values added for new construction increase the levy, however, the actual tax charged will likely go down from last year.
b. Public Comment There were no comments from the public.
c. President Wiedmeyer closed the Public Hearing at 7:04pm.
5. PUBLIC COMMENTS
Karel Jones spoke about the closing of St Peters Lutheran Church in Pingree Grove and its donation of property to the Village of Pingree Grove.
6. SPECIAL PRESENTATIONS / ITEMS
There were no special presentations.
7. CONSENT AGENDA
Public Works Director Doherty and Finance Director Plaza answered questions from the Board regarding expense items on the warrant list. Trustee Paszkiewicz made a motion, seconded by Trustee Thomas to approve the consent agenda which included the minutes from the Village Board meeting November 20, 2017 and the Warrant List of December 4, 2017 in the amount of $288,454.37. A Roll Call vote determined Trustees: Paszkiewicz, Thomas, Spieker, Kubiak, Dulkoski, and Hirschbein answered aye. Roll Call vote passed 6-0. 8.
ITEMS FOR SEPARATE ACTION
a. Approval of 2017-O-22 An Ordinance Approving a Tax Levy for the Village of Pingree Grove for 2017 Taxes Payable in 2018
b. Approval of 2017-O-23 An Ordinance Approving the Levy and Abatement of Taxes for Village of Pingree Grove Special Service Area Number 2
c. Approval of 2017-O-24 An Ordinance Approving the Levy and Abatement of Taxes for Village of Pingree Grove Special Service Area Number 7 Trustee Paszkiewicz made a motion, seconded by Trustee Dulkoski to approve the following Ordinances in Omnibus Form:
i. 2017-O-22 An Ordinance Approving a Tax Levy for the Village of Pingree Grove for 2017 Taxes Payable in 2018
ii. 2017-O-23 An Ordinance Approving the Levy and Abatement of Taxes for Village of Pingree Grove Special Service Area Number 2
iii. 2017-O-24 An Ordinance Approving the Levy and Abatement of Taxes for Village of Pingree Grove Special Service Area Number 7
A Roll Call vote determined Trustees: Paszkiewicz, Dulkoski, Spieker, Kubiak, and Hirschbein answered aye. Trustee Thomas answered no. Roll Call vote passed 5-1.
d. Approval of 2017-O-25 An Ordinance Approving the Levy of Taxes for Village of Pingree Grove Special Service Area Number 4
e. Approval of 2017-O-26 An Ordinance Approving the Levy of Taxes for Village of Pingree Grove Special Service Area Number 9
An updated rate option spreadsheet was presented for review. There was much discussion on the services provided and the revenue generated from SSA’s 4 and 9. Trustee Spieker believes the Village should steadily reduce these SSA rates and absorb the expenses into the General Fund. If revenue is reduced, the Village will have to either reduce services provided through the SSAs or take revenue from the General Fund. Finance Director Plaza stated expenses charged to each SSA are more accurately accounted for in this fiscal year than in previous fiscal years. Public Works Director Doherty reminded the Board of additional open space the Village has and will accept from the developer; the maintenance of which will come partly from these SSA funds. Director Doherty recommended the Village begin saving money for upcoming road repairs. Attorney Frieders stated holding a levy flat reduces the buying power of the funds for future maintenance.
Trustee Spieker made a motion, seconded by Trustee Paszkiewicz to approve 2017- O-25 An Ordinance Approving the Levy of Taxes for Village of Pingree Grove Special Service Area Number 4 and 2017-O-26 An Ordinance Approving the Levy of Taxes for Village of Pingree Grove Special Service Area Number 9 using Option 5 of Exhibit A thereby reducing the tax levy for SSA’s 4 and 9 by 5% from last year’s levy. A Roll Call vote determined Trustees: Spieker, Paszkiewicz, Kubiak, and Hirschbein answered aye. Trustees Thomas and Dulkoski answered no. Roll Call vote passed 4-2. 9.
PRESIDENT’S REPORT
President Wiedmeyer reported on a recent meeting with Lamp Construction who is willing to provide the Village a revised proposal for a new Village Hall / Public Works Facility that meets the Village’s budget and space needs and can be constructed of concrete slabs. President Wiedmeyer anticipates a presentation at the December 18th Village Board meeting. and an action item to move forward with the project.
President Wiedmeyer also discussed DRH Cambridge’s interest in improving Highland Ave. and the history of municipal responsibility for maintenance of Reinking Rd and Highland Ave.
10. STAFF REPORTS AND DISCUSSION
a. Legal
Attorney Frieders had nothing to report.
b. Police
Chief Beane reported the Tree Lighting Celebration was a success.
c. Finance
Director Plaza reported liability insurance will increase for next calendar year due to\ worker’s compensation claims. She is looking into insurance co-ops for both liability and health insurance.
d. Public Works
Director Doherty reported the water softener media exchange project is nearly complete. The Nicor Gas project will be complete this week while landscaping will be repaired next spring.
e. Engineering
There was no report.
f. Planning
There was no report.
g. Clerk/Communications
Clerk Grivetti had nothing to report.
11. OLD BUSINESS
There was discussion regarding new Cambridge Lakes North open space responsibilities to each existing HOA. Carillon residents are concerned about potential trespassers of
their private open space. Further discussion centered on Village vs. HOA maintenance of Reinking Rd north of Rt 72
