PLATO TOWNSHIP

BOARD OF TRUSTEES MEETING

Plato Town Hall, Plato Center, IL

February 16, 2017, 7:00pm

CALL TO ORDER

Supervisor Crocetti called the meeting to order at 7:00 pm.

ROLL CALL

Present: Supervisor Mitch Crocetti; Trustees: Jim Cartee, Rick Karl, Ron Straub and Heather Wallace; Assessor Janet Roush; Highway Commissioner Larry Trainor, and Township Clerk Beth Gehrke.

PLEDGE OF ALLEGIANCE

Supervisor Crocetti led the group in the Pledge of Allegiance.

CITIZENS TO BE HEARD

There were no citizens to be heard.

APPROVAL OF MINUTES

A motion to approve the minutes of the January 19, 2016, regular board meeting was made by Karl, seconded by Straub. Motion carried.

SUPERVISOR'S REPORT

Financial Reports, Warrants, & Pay Bills

Supervisor Crocetti provided the board with balance sheets, warrants, statements of income and expenses, paychecks, and working budget detail for the township and the township road district.

Total Assets: Plato Township $327,288.20

Road District $297,256.82

A motion to approve the warrants and financial reports subject to review was made by Cartee, seconded by Karl. Motion carried.

Park

A shutter has been broken off of the museum. Crocetti will have it repaired.

David Finn, representative from CDBL, was present for discussion on spring field contracts. Last year there were problems with trash not being cleaned up after the use of the fields, Mr. Finn was in agreement that CDBL needed to be responsible for cleaning up trash and placing it in the waste receptacles. There was discussion regarding changes which had been made at the park without Plato Township Board approval. Discussion also included the placing of advertisements on park property. Wallace requested that no advertisements be placed in the park, Cartee agreed. Karl suggested that if any advertisements were allowed, the Board should first approve to insure that the ads are tasteful for the community's park. Wallace suggested if ads were allowed the township receive a percentage of the profit. Finn was reminded that any monetary items which need to be voted on by the Board must be reported to the Supervisor to be placed on the agenda which must be posted no later than 48 hours in advance of Board meetings.

Items noted which will be included in this year's contract: Price for the season is $600/field/season, plus 25% of the cost of the portable restrooms; no changes shall be made at the park without first the approval of the Plato Township Board; all trash be cleaned up and placed in trash receptacles; and a representative of the league be present at the monthly meetings of the Township Board during the contract season. No multiyear contract will be offered.

HIGHWAY COMMISSIONER'S REPORT

Commissioner Trainor reported storm sewers in Stonecrest I are being repaired at no cost to the township. The department is patching pot holes and doing trimming. Plenty of salt is remaining.

ASSESSOR'S REPORT

Assessor Roush presented the Board with the Assessor's Budget Request for the fiscal year beginning June 1, 2017 and ending May 31, 2018, as required. The 2017-2018 assessor's budget request is lower than 2016-2017's budget.

A new part time employee has been hired.

Building in the township has slowed down.

CLERK'S REPORT

Clerk Gehrke reported Plato Township Board meeting dates have been reported to the Daily Herald as required.  The Township Annual Meeting is scheduled for Tuesday, April 11, 2017, at 7:00pm. March 1 is the last day for citizens to request an item be placed on the agenda. The item must be given to the township clerk in writing and must be from at least 15 registered voters in the township.

OLD BUSINESS

Solid Waste District

No petitions were received requesting the merger of the Solid Waste District with Plato Township be placed on the ballot, so the merger can proceed. By statute, the merger cannot happen until Jan. 1, 2018. Jeff Holmgren, president of the Solid Waste Board, said that the remaining members of the board are no longer interested in serving. The garbage pickup contract will expire August 3. The attorney is researching whether the Township Board can negotiate the garbage contract or whether township board members can be appointed to the Solid Waste Board during the interim.

NEW BUSINESS

2017-2018 Budgets - Estimated Income

Income numbers have not yet been received from the county.

2017 Audit and Accounting Engagement Agreement

Board members were provided with a copy of an engagement letter for the year 2017 from Tighe, Kress, and Orr. Each quarterly payroll tax and year end forms will be $450 (up from $375 last year,) $160 for the preparation of the 1099's (up from $145 last year,) and $200 for each IDES filing. These expenses are split between the Township and the Road District.

A motion to accept engagement with Tighe, Kress, and Orr was made by Straub, seconded by Karl. Motion carried.

1st Community Bank has been bought by Wintrust. The name will now be Elgin State Bank owned by Wintrust.

A sheet was circulated to the board members to update information needed for signature pages.

A motion to adjourn the meeting was made at 7:30PM by Cartee, seconded by Karl. Motion carried.
