Village of South Elgin Committee of the Whole met Feb. 6.

Here is the minutes as provided by the Committee:

1. Callto Order

The meeting was called to order at 7:01 pm by Village President Steven Ward at the South Elgin Village Hall, 10 North Water Street, South Elgin, lllinois.

2. RollCall

The following were present: Steven Ward, Village President; Margaret Gray, Village Clerk; and Trustees Scott Richmond, Greg lieser, Jennifer Barconi, Mike Kolodziej, Lisa Guess and John Sweet. Staff present were: Steven Super, Village Administrator; Megan Golden, Director of Administrative Services and Deputy Village Administrator; Kim Wascher, D¡rector of Parks & Recreation, Jerry Krawczyþ Police Chief; Richard Gallas, Director of Public Works and Marc McLaugh lin, Di rector of Com m u nity Developme nt. Also present: Village Attorney, Derke J. Price

3. Closed Session

There was no Closed Session held at this time.

Discussion: Proposed Approval of the Final Plat of Subdivision - Bohne Subdivision Located at 1005 N. LaFox Street Marc McLaughlin reported that Mark Bohne is seeking a recommendation to subdivide approximately 0.61 acres located at 1005 N. La Fox Street ¡nto a single lot subdivision. Lot 1 is approximately L6,740 square feet and the outlot is approximately 2,916 square feet. A Sundown Road ROW is proposed to split the lots which will also give access to the property to the east, which is the River Place subdivision. There are no physical improvements associated with this request. The property is already developed as a car wash and the roadway is installed. The Planning and Zoning Commission reviewed this petition and recommended approval at the January 18,2OL7 meeting. Mark Bohne explained that he has sold the car wash and the property to be split is not part of the car wash property. President Ward asked if that portion of Sundown Road was put in by him. Mr. Bohne said the Sundown Road extension was installed by the developer. Trustee Richmond asked he is planning to build something else on the divided piece of property. Marc Mclaughlin answered that the remaining property is a non-conforming lot. This item will be placed on a future agenda for approval.

5 Discussion: Proposed lntergovernmental Agreement with the State of lllinois Regarding the State Comptrolle/s Local Debt Recovery Program Jerry Krawczyk reported that the collection of unpaid ordinance and parking tickets is outsourced to MCOA, Municipal Collections of America, after notice of payment from Records has been exhausted. At times, collection of such debt is not successful through Records or MCOA. The lllinois State Comptroller offers participation in the Local Debt Recovery Program to municipalities. lt is an alternative to collecting unpaid ordinance and parking tickets by allowing a claim to be filed with the lL Comptroller's office against individuals who owe the Village. The amount owed to the Village is deducted from any tax return or state checks. As with MCOA, the lllinois Office of the Comptroller (lOC) may charge fees to the person who has been sent to collection for non-payment of fine. There are no costs to the Village. The term of the agreement is from the date of the signed agreement. Trustee Guess asked the number of unpaid thicket each year. Chief Krawczyk said that he does not have that information, but added that this program has no cost to the Village. Trustee Guess then asked who will administer this program. Chief Krawczyk said it will be administered by both the Police Department and the collection agency. This item will be put on a future agenda for approval.

A motion made by Trustee Guess to adjourn the Committee of the Whole Meeting was

seconded by Trustee Barconi. All aye by voice vote. The meeting adjourned at 7:07 pm.
