Batavia Village Board discusses progress on 2016 road-paving projects

At a recent meeting, the Batavia Village Board discussed progress on the 2016 road-paving projects.

April 4, 2016 – REGULAR SESSION

RECORD OF PROCEEDINGS

Minutes of BOARD OF TRUSTEES – BATAVIA TOWNSHIP –

The Board of Trustees of Batavia Township met in regular session at 6:00 p.m. Monday April 4,

2016, at the Batavia Township Community Center.

CALL TO ORDER

After the Pledge of Allegiance, Jennifer Haley gave the roll call for the Board of Trustees.

Present were: Mr. Dowdney, Mr. Sauls, and Mr. Perry. Also present were fiscal Officer,

Jennifer Haley, Rex Parsons, Township Administrator, Denise Kelley, Zoning Administrator,

and Clermont County Deputy Sean Schubert.

APPROVAL OF AGENDA AND MINUTES

Mr. Sauls motioned the Batavia Township Board of Trustees approve the April 4, 2016 agenda

as presented. Mr. Perry seconded the motion. On the roll being called:

Mr. Dowdney yes Motion carried

Mr. Perry motioned the Batavia Township Board of Trustees approve the minutes of the March

7, 2016 regular meeting as presented. Mr. Sauls seconded the motion. On the roll being called:

Mr. Sauls yes

Mr. Perry yes Motion carried

FINANCIAL REPORTS

Ms. Haley gave her report.

Mr. Sauls motioned the Batavia Township Board of Trustees approve the March 2016 financial

reports as presented. Mr. Perry seconded the motion. On the roll being called:

Mr. Dowdney yes

Mr. Sauls yes Motion carried

Resolution 4-1-2016

Mr. Perry motioned the Batavia Township Board of Trustees continue with CareWorks Comp as

our third party administrator for Workers Compensation for 2016. Mr. Sauls seconded the

motion. On the roll being called:

Mr. Dowdney yes

CEMETERY DEED

A cemetery deed purchase was presented to the Trustees for signatures.

DEPUTY REPORT

Deputy Sean Schubert gave the report for March 2016. Deputy Brewer returned to full duty

March 12th. There were 5 burglaries reported in the area. The drug related reports have increased

to 22. There were 302 calls, 61 offense reports taken by Batavia Township deputies, and 78

incident reports.

PUBLIC PARTICIPATION

Mr. Parsons introduced Victoria Phelps, American Heritage Girl, and gave an overview of what

the program involves. It is a Christian alternative to Girl Scouts. Victoria spoke about the two

covered swings project she and her family built for the Township.

Carl Lamping, Clermont County Building Department, spoke about Township building projects.

Mr. Parsons introduced Tracy Hawkins of the Clermont County Chamber of Commerce. She

spoke briefly about available Chamber counseling services for small businesses. Tracy has also

been a strong planning partner for the Eastside Adventure Challenge. We are up to 83

registrations.

ZONING CASE B-01-16Z PD – ESTRELLA

Denise Kelley, Zoning Administrator presented the case and offered a summary.

Zoning Consultant Jonathan Wocher presented the staff report which details the proposal.

Matt Walker for M/I Homes addressed the Board and provided further details for the

development plans.

Mr. Sauls motioned the Batavia Township Board of Trustees approve Zoning Case B-01-16Z PD

– Estrella as presented. Mr. Perry seconded the motion. On the roll being called:

REPORTS OF THE ZONING ADMINISTRATOR

Mrs. Kelley gave the March report including the Zoning Commission update.

REPORTS OF THE SERVICE DIRECTOR

Mr. Parsons gave the report as Mr. Embry was ill. Mr. Parsons spoke about the 2016 paving

project and the roads suggested by Mr. Embry.

There was a work day at Union Cemetery on March 31st and more are scheduled.

Clean up days will be held June 2, 3, and 4th. There will be a charge for tires. The shredding

portion will be June 4th from 9-12 noon. E-waste recycling will also be available.

REPORTS OF THE TOWNSHIP ADMINISTRATOR

Mr. Parsons spoke about the Eastside Adventure Challenge which is Saturday, May 7th.

The Police Levy did pass on March 15th. There are a total of 14 precincts in Batavia Township

with a total yes vote of 53%.

Mr. Parsons gave an update on the Smart Saver Incentive Program.

Mr. Parsons spoke with the Trustees about park bench memorials. Planting a tree with a plaque

in the ground was suggested.

Amelia Village has an annexation request. The property owner is requesting the annexation.

There was discussion and no action will be taken at this time.

There was a girl scout camp at the Township for Clermont County.

There have been several Township deaths and cards were sent from the Trustees.

NEW BUSINESS

2016 Paving Project

Mr. Sauls motioned the Batavia Township Board of Trustees approve bidding out the 2016

paving project Mr. Perry seconded the motion. On the roll being called:

Mr. Perry yes

Mr. Sauls yes Motion carried

Executive Session

Mr. Perry motioned the Batavia Township Board of Trustees move into executive session to

discuss hiring a seasonal employee. Mr. Sauls seconded the motion at 7:35 p.m. On the roll

being called:

Mr. Sauls yes

Mr. Dowdney yes

Mr. Perry yes Motion carried

Regular Session

Mr. Sauls motioned the Batavia Township Board of Trustees return to regular session. Mr. Perry

seconded the motion at 7:52 p.m. On the roll being called:

Mr. Dowdney yes

Mr. Perry yes

Mr. Sauls yes Motion carried

Seasonal Employee

Mr. Sauls motioned the Batavia Township Board of Trustees hire David Weigand as an at will

seasonal employee effectively immediately at a salary of $12.50 per hour with no benefits. Mr.

Perry seconded the motion. On the roll being called:

Mr. Perry yes

Mr. Sauls yes

Mr. Dowdney yes Motion carried

ADJOURNMENT

With no further business to come before the Board, Mr. Dowdney motioned to adjourn the

meeting. Mr. Perry seconded the motion. Meeting adjourned at 7:53 p.m.
