Kane County Mill Creek Special Service Area Advisory Board met Aug. 25

Here are the minutes provided by the board:

CALL MEETING TO ORDER

Mike Ulaszek called the meeting to order at 6:33 pm.

ATTENDANCE

Roll call taken by Brooke Roff

Members Present: Heidi Urbelis, Brad Rosenberg, Mike Ulaszek, Mary Kobbeman and Daniel Risch

Absent: Tom Giammanco, Phil Morris

Also Present: Randy Newkirk (HLR)

APPROVAL OF MINUTES

Motion to approve June’s minutes with motion to approve by Brad Rosenberg and seconded by Heidi

Urbelis All in favor.

PUBLIC COMMENT

● Tom Zobitz

• Front entrance and the overgrowth.

• Pot holes in alley behind residence 0N464 N Mill Creek Dr.

• Comment about tax levy increase

● Nancy Zobitz

• Holiday decorations at entrance

• Side walk work- completion? Armstrong Lane barrier still present since last summer.

MCSSA FINANCIAL REPORTS

● Roger Fahnestock went over Mill Creek budget (Balance Sheet, Budget Performance Report, Detailed Ledger, Budget Worksheet, Budget Transaction Report).

COMMUNICATIONS REPORT

● One board vacancy, looking to fill.

OBJECTIVES FOR 2025 AND PRIORITIZATION OF GOALS

● Sidewalks – ADA, drainage, damage

● Roads and repairs – potholes, resurfacing, damage

● Landscape and appearance – trees, mulch, plantings

● Native areas – invasive species and appearance

● Monuments and signs – appearance and maintenance

KANE COUNTY BOARD REPORT

● Review of 2026 budget and tax levy.

MILL CREEK SSA COORDINATOR’S REPORT

● Tree trimming, removals, and planting taking place and will complete this fall for this year.

● Evaluation of section of sidewalk complete. Sidewalk grinding and continuation of evaluation will continue. Replacements will be compiled for spring replacements.

● Signs in section “O” are currently being made and will be replaced.

● Flagstone/entrance signs additional quote needed for work.

● Asphalt sealing and repairs BID currently out and will close 9/2.

ITEMS REQUIRING ADVISORY BOARD ACTION

● Nominations for appointment to vacancy on the advisory board

● Increasing the tax levy

● Utilizing bonds to achieve a specific project

OTHER BUSINESS

● HLR Project update

Motion made by Heidi Urbelis seconded by Brad Rosenberg to adjourn meeting.
