Staff Members Present: Village Administrator John Nevenhoven, Finance Director Doug Elder, Village Attorney Bill Thomas, Police Chief Nick Sikora; Building Commissioner Tom Brennan; Public Works Supt Phil VanBogaert; Village Engineer Julie Morrison

1. Call to Order – Village President Jeff Walter called the meeting to order at 7:00 p.m.
2. Pledge of Allegiance – Trustee Schuberg led the assembly in the Pledge of Allegiance.
3. Roll Call – A roll call ensued.
4. Public Hearing: Truth in Taxation Public Hearing for the 2024 Village of Elburn Property Tax Levy – A motion to open the public hearing was made by Trustee Hansen and seconded by Trustee Schuberg.
A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
Finance Director Elder presented and stated notice of this hearing was posted on the Village of Elburn’s website on 10/22/2024 and published in the Elburn Herald on 11/21/2024. A large jump in EAV has resulted in the estimated tax rate to be the lowest in the last several years. Elder highlighted the property tax cycle, general fund resources, the entities where property tax is disbursed, and how the Village uses its share of property taxes. The property taxes to be levied for 2024 are $1,199,931.
Mayor Walter asked three times if there were any questions or comments from the public. Being none, a motion to close the public hearing was made by Trustee Schuberg and seconded by Trustee Filek. A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
5. Public Comment, Awards & Presentations – None
6. Omnibus Agenda (Omnibus Vote) – All items listed with an asterisk (*) are considered to be routine by the Village Board or were recommended unanimously by the Committee of the Whole and will be enacted by one motion. There will be no separate discussion on these items unless a Board Member or citizen so requests in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda.

*Resolution No. 2024-19 Accepting the 2024 Classification & Compensation Study
A motion was made by Trustee Hansen and seconded by Trustee Wilson to approve the Omnibus Agenda. Trustee Filek noted an error in the November 18, 2024, Village Board Minutes. Trustee Filek did not attend the November 18, 2024, Village Board meeting, yet item #16a shows she voted.
There was agreement from Trustees Hansen and Wilson to amend their motion to approve the November 28, 2024 minutes with the correction noted. A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
7. Mayor
a. Mayor Walter gave a reminder of the Christmas Stroll this Saturday. Santa will be at the library this year.

13. Finance Department – Finance Director Elder presented the following:
a. Discuss and Approve Ordinance No. 2024-23 Abating Property Tax Levy (Bonds) – Elder stated the Village will pay the bond off with funds other than from the levy. A motion to approve was made by Trustee Anderson and seconded by Trustee Schuberg. A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
b. Discuss and Approve Ordinance No. 2024-25 Tax Levy For 2024 – A motion to approve was made by Trustee Wilson and seconded by Trustee Filek. A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
c. Discuss and Approve Ordinance No. 2024-26 SSA 1 Tax Levy – A motion to approve was made by Trustee Schuberg and seconded by Trustee Wilson. A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
d. Discuss and Approve Ordinance No. 2024-27 SSA 2 Tax Levy – A motion to approve was made by Trustee Hansen and seconded by Trustee Filek. A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
e. Discuss and Approve Ordinance No. 2024-28 SSA 6 Tax Levy – A motion to approve was made by Trustee Filek and seconded by Trustee Schuberg. A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
f. Discuss Police Pension Transfer for Fiscal Year 2024-25 (Approved in Bills List) – Elder reminded the Board that once a year, the Village makes an annual contribution to the Police Pension Fund. The annual contribution will be included in the bills list which will be approved this evening.
14. Police Department – Chief Sikora presented the following:
a. Discuss and Approve Resolution No. 2024-20 Authorizing Participation as a Member in the Illinois Emergency Management Mutual Aid System Response Pursuant to an Intergovernmental Agreement for the Establishment of a Mutual Aid Intergovernmental Service Agreement – This replaces the agreement formerly with Kane County OEM with this State-wide Illinois Emergency Management Mutual Aid System (IEMMAS). A motion to approve was made by Trustee Hansen and seconded by Trustee Wilson. A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
b. New full-time officer Silvestri is in the final week of police academy training and will graduate on Friday. Beginning next week, Silvestri will return to the department for 16 weeks of in-house training. Chief Sikora and Mayor Walter will attend the graduation.
c. Next week, DC Schlachta will graduate from FBI academy training. Chief Sikora, Mayor Walter, and Village Admin Nevenhoven will attend the graduation in Quantico, VA.
d. All equipment for the new squad car has been received and is being installed. We hope to have the car back next week.
15. Public Works Department
a. Discuss and Approve the Plat and Grants of Easement for Water Main to the Village from Rockridge, LLC and Beautiful U Ministries – A motion to approve was made by Trustee Schuberg and seconded by Trustee Filek. A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
b. Discuss and Approve Resolution No. 2024-18 Waiving the Sewer Portion of the Utility Bill for Beautiful U Ministries Contingent Upon the Signing of the Plat and Grants of Easement – A motion to approve was made by Trustee Hansen and seconded by Trustee Schuberg. A roll call vote ensued. Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
c. The new snowplow truck chassis will be delivered this week, much earlier than expected. However, the upfit of the truck will not occur until April.
d. Regarding the wayside horn replacement, RioTech is currently working with the UP railroad to obtain a right of entry permit.
16. Bills
a. Approve the Bills List – A motion was made by Trustee Schuberg and seconded by Trustee Filek to approve the bills for Monday, December 2, 2024 for $663,292.07. A roll call vote ensued.
Ayes: Anderson, Filek, Hansen, Schuberg, Wilson. Nays: None. Motion carried.
17. Other Business – None
18. Adjourn - Trustee Hansen motioned to adjourn the meeting at 7:25 p.m. with Trustee Filek seconding the motion. The motion passed by a unanimous voice vote.
