City of Geneva Planning and Zoning Commission met Nov. 14
Here are the minutes provided by the commission:
1. Call to Order
Chairman Stocking called the meeting of the Geneva Planning and Zoning Commission to order at 7:00 p.m., and read a prepared statement of procedures for the meeting and public hearing. He swore in the individuals planning to speak during the public hearing.
2. Roll Call
Present: Chairman Scott Stocking, Commissioner Mim Evans; Rebecca Holoman; Adam Matyskiel; John Mead; Tim Moran; Michael Slifka
Absent: None
Staff Present: City Planner Matt Buesing, Assistant City Planner Jessie Muncie
3. Approval of the Agenda
Motion by Commissioner Moran, seconded by Commissioner Evans to approve the agenda. Motion carried by voice vote 7-0.
4. Approval of October 24, 2024 Minutes
Motion by Commissioner Slifka, seconded by Commissioner Matyskiel to approve the minutes. Motion carried by voice vote 7-0.
5. Public Hearing:
A. Kane County Recycling Facility: 1) Zoning Ordinance Text Amendment to Section 11-5A-3 (Special Uses) to allow for “Other governmental buildings not herein listed” as a special use in the RR Rural Single-Family Residential district; and 2) A Special Use Permit for a County Electronics Recycling Facility.
Applicant: Kane County
Location: 517 E Fabyan Parkway
City Planner Matt Buesing read the contents of the applicant’s file. He then approached the podium and presented a staff summary of the requests. The first request is a text amendment to Section 11-5A-3 to replace “Other municipal buildings not herein listed” with “Other governmental buildings not herein listed.” The second request is a special use permit to allow a County Recycling Center at this location in the RR “Rural SingleFamily Residential” district. Based on staff analysis, they found that all standards were met for the special use permit request.
Clair Ryan, Kane County Recycling Program Coordinator, approached the podium and introduced herself. She spoke about the modifications they are proposing which include a new office building and garage and some new landscape to buffer the view from Fabyan. Ms. Ryan said that the whole site needs to be repaved so new asphalt is proposed, as well as a security gate, similar to what you would see at a forest preserve and removal of the current chain link fence. They are also proposing to add a very small septic to the site to accommodate two people for the office use.
Chairman Stocking asked if there were any questions from the commissioners. Commissioner Evans asked about the floorplan, noting it looks like a little house, not an office. The applicant responded that they would not be using it as a small home at all and explained how their office would be set up within the space. She said it is her understanding that it does come with the appliances, like the refrigerator and oven, but no furniture and she explained that she chose this model to look nicer with the residential homes across the street.
Motion by Commissioner Mead to close the public hearing. Seconded by Commissioner Slifka.

Seeing no further discussion, Commissioner Mead made a motion.
Motion by Commissioner Mead for a Zoning Ordinance Text Amendment to Section 11-5A-3 (Special Uses) to replace “Other municipal buildings not herein listed” with “Other governmental buildings not herein listed” subject to the findings of fact contained in the staff report. Seconded by Commissioner Evans.

Motion by Commissioner Mead for a Special Use Permit to allow a County Recycling Center in the RR Rural Single-Family Residential district subject to the findings of fact contained in the staff report. Seconded by Commissioner Moran.

MOTION PASSED 7-0
Mr. Buesing said that this recommendation will go to the City Council meeting on December 2.
6. Public Comment
There was no public comment given.
7. Other Business
Mr. Buesing provided updates on some of the items recently seen by the commission.
He stated that the next meeting is scheduled for December 12 and there is at least one item on the agenda.
Commissioner Matyskiel spoke about a new book he recommends titled “Key to the City.”
8. Adjournment
Motion made by Commissioner Evans to adjourn the meeting at 7:21 p.m.
