Call to Order

Council member Martha Paschke, serving as chair, called the meeting to order at 9:44 PM noting all council members were present.

Approve Committee of the Whole Minutes from May 20, 2024.

Moved by Ald. Marks, seconded by Ald. Mayer.

MOTION CARRIED by voice vote 10-0.

Items of Business

Consider Draft Resolution Authorizing the Purchase of Underground Cable and Material in an Estimated Amount of $171,310.93 through Sourcewell Contract from WESCO/Anixter.

Moved by Ald. Bruno, seconded by Ald. Bowring.

MOTION CARRIED by voice vote 10-0.

Consider Draft Resolution Waiving Competitive Bidding and Authorizing the Purchase of Solenis Polymer During FY2025.

Moved by Ald. Bowring, seconded by Ald. Bruno.

Consider Draft Resolution Authorizing the Purchase of a Backhoe in the Amount of $122,263.57 Including Trade-in, Through Sourcewell Contract from West Side Tractor Sales.

Consider Draft Resolution Authorizing the Execution of a Contract with Geneva Construction Company in the Amount of $2,416,985.05 for the 2025 Street and Infrastructure Project.

Moved by Ald. Marks, seconded by Ald. Mayer.

On a question by Ald. Kilburg, Dir. Babica stated that the contract will be executed on July 1, with mobilization in mid-July. East Side Dr. work will involve curb replacement, and reconstructing the bike trail there. Westfield Crse. and Geneva Dr. will have spot repairs and resurfacing. Demolition will begin in July with active construction beginning in August and September. On another question by Ald. Kilburg, Dir. Babica stated that ComEd will provide a status tomorrow on the north Kautz Rd. project.

Presentation Regarding Public-Private Partnership Opportunity for Geneva Business Park III.

Dir. Tymoszenko explained that this partnership is a chance to diversify the tax base. The City pursued a master developer to assemble the land; gain market insights; obtain land for the right-of-way, utility extensions and substation site; share the risk, and minimize public investment while maximizing returns. She listed the public purpose and benefits which are community-wide. Dir. Tymoszenko explained that the project is anticipated to be constructed and fully occupied in ten years. Construction on the first building will begin in 2024 and be completed in 2025.

Dir. Tymoszenko explained that the independent third-party but-for analysis involved a financial review, TIF projections, and a gap analysis. Projected financial returns showed that the unleveraged internal rate of return on the project with no assistance would be 3.1% which is below the benchmark return. With City assistance, the rate of return jumps to 7.1% which is above the benchmark rate of 6-9%. She noted that the need for TIF assistance is driven by the substantial infrastructure costs required upfront. The total project budget is $296.7M with the developer carrying 86% of the cost.

On a question by Ald. Mayer, Dir. Tymoszenko noted that the special tax allocation fund is the fund set up when there is a TIF district into which the funds are kept separate.

On a question by Ald. Kilburg, Dir. Tymoszenko stated that the future Rt. 38/Kautz Rd. upgrade of $350,000 involves mass earthwork, mass excavation, utility work, and curb and pavement line items which are all intermixed. Fill from outside of the site will not have to be purchased. She encouraged the Council to contact her with questions. She noted that this has been planned since 2012 and the developer is a strong partner.
