CALL TO ORDER
The Geneva Special City Council meeting was called to order by Mayor Kevin Burns at 7:00 p.m. in the City Hall Council Chambers.
Elected Officials present:

Public Hearing on an Annexation Agreement By and Between the City of Geneva and Bullock Holdings, LLC.

Glenn Bullock explained that the Antunes manufacturing company has been in the family since 1955 and has been located in Carol Stream for 24 years. They also have factories in China and India, and sales offices in Spain, Kenya, and Shanghai.
The company sells restaurant equipment to nearly all major fast-food restaurants domestically and in 150 countries. The Bullock family is interested in expanding the Antunes campus and business. They currently have 400 employees in Carol Stream and plan to grow to 1,000 employees in the next 5-6 years. Mr. Bullock noted that Antunes wants this expansion to be a global experience for team members as well as the community.
Eric Heitman, an architect with Heitman Architects then presented the Bullock Campus Project to the City Council. The location of the campus will be south of Geneva Special City Council Meeting – February 26, 2024 Division Street and Kirk Road, adjacent to the Hillwood Development and the East Side Sports Complex. Mr. Heitman explained that this is a multi-phase development with the first phase being the Antunes manufacturing facility. Phase 2 will involve moving the headquarters to the area as well as a retail building. Phase 4 will include a retreat center of 10-12 units for global visitors, as well as a small K-8 private school for employee childcare and education. An activity center will feature a wellness center with gymnasium, sundries shop, and a restaurant which will be open to the public. Both the retreat center and school could eventually be utilized by the public. Phase 5 will include an auditorium for company town hall meetings and will seat 500-600 people. This will also be available for eventual use by the public.
On a question by Ald. Maladra, Mr. Bullock noted that he estimates that there will eventually be 1,500-2,000 employees. There are currently 50 team members in China and 12-15 in India. They expect to reach 100 employees in each of those locations. Eventually, they plan to expand to Africa but have the Geneva facility serving North and South America. Truck traffic into and out of the facility will average about 30 per day.
