City of Geneva City Council met Sept. 18.

Here are the minutes provided by the council:

CALL TO ORDER

The September 18, 2023 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns.

Elected Officials present:

Alderpersons: Anaïs Bowring, Mike Bruno, Dean Kilburg, Brad Kosirog, Craig Maladra, Richard Marks, Amy Mayer, Martha Paschke, Robert Swanson.

Mayor Kevin Burns, City Clerk Vicki Kellick.

Elected Officials attending by video or teleconference: Becky Hruby. Elected Officials absent: None.

Others Present: Assistant City Administrator Ben McCready, City Attorney Scott Fintzen, Electric Division Superintendent Aaron Holton, Public Works Director Rich Babica, Economic Development Director Cathleen Tymoszenko.

PLEDGE OF ALLEGIANCE

The pledge was led by Riley Dunnett.

PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS Mayor Burns asked those present to participate in a moment of silence for the 25th Mayor of Geneva Howard Smith. Mayor Burns noted that Mr. Smith was the youngest mayor of Geneva, having been elected in 1957 at the age of 32, and serving until 1961. The flag at City Hall will be flown at half-staff in his honor.

Recognize Riley Dunnett – ISF USA Swim Team Member.

Riley Dunnett is a 12-year-old 7th grader at Geneva Middle School South. She is a member of the International Swimming Federation USA Swim Team. She recently competed in Brazil. Her specialties are freestyle and backstroke. Her goal is to continue swimming and to improve as much as possible. She also participates in cross country and will participate in a triathlon this summer. Her advice to younger athletes is to never give up, keep trying, and definitely push yourself. Mayor Burns then presented Ms. Dunnett with a certificate proclaiming September 19 as Riley Dunnett Day in the City of Geneva.

*Approve Resolution No. 2023-98 Authorizing the Execution of a License Agreement with MCImetro Access Transmission Services, LLC. 

*Approve Ordinance No. 2023-17 Amending Title 1 (Administrative), Chapter 8 (Municipal Finances), Article A (Bidding and Contract Procedures) of the Geneva City Code.

COMMITTEE OF THE WHOLE ITEMS OF BUSINESS

CONSIDER RESOLUTION NO. 2023-97 AUTHORIZING ACCEPTANCE OF PROPOSAL FROM BERGLUND CONSTRUCTION TO PERFORM REPAIRS TO THE SOUTH FIRST STREET RETAINING WALL IN AN AMOUNT NOT TO-EXCEED $74,250.

Moved by Ald. Bowring, Seconded by Ald. Paschke.

On a question from Ald. Marks, Dir. Babica explained that the wall is a public asset which does not fall under the Building Department’s purview. If the wall was private property, it would require a permit to fix and the Historic Preservation Commission’s process is triggered by a building permit issuance. Roll call:

PRESENTATION OF ORDINANCES AND RESOLUTIONS Consider Resolution No. 2023-99 Rejecting a Bid from Haughland Energy Group, LLC for the Construction of Geneva Business Park III Substation. Moved by Ald. Marks, Seconded by Ald. Bowring.

Consider Resolution No. 2023-100 Authorizing the Conveyance of Certain City of Geneva Properties and License Agreements to the State of Illinois Department of Transportation.

On a question from Ald. Kosirog, Dir. Babica explained that the four parcels in question are owned by the City.

PUBLIC COMMENT

Geneva resident Jay Rule noted that he had a call with Admin. McCready and a representative from Sedgwick earlier in the day. He was told that there would be a decision by Friday. He commented that he is the only person who seems to have noticed three dead trees on the parkways. Admin. McCready asked for the locations of these trees during their conversation. Mr. Rule then stated that if a resolution was not received by Friday, he would move on to the next step.

NEW BUSINESS

Admin. McCready stated that the Strategic Plan Advisory Committee (SPAC) has launched its effort for resident input on updating the City’s strategic plan. SPAC is entering a key phase for gathering information with a survey posted online for visitors, students, businesses, and stakeholders. This week, every Geneva resident will receive a postcard in the mail with information on how to complete the survey. The survey should take only about 10 minutes to complete and will be open through October 1. The City’s website has unique ways to provide feedback in addition to the survey. Public Works has provided mapping capabilities for residents to use to provide feedback on City services, neighborhoods, and properties. Additionally, participants can provide comments via video through the website. Admin. McCready noted that SPAC looks forward to providing feedback to the City Council in October.

There being no further business, moved by Ald. Marks to adjourn the Geneva City Council meeting.

MOTION CARRIED by unanimous voice vote of those present. The meeting adjourned at 7:32 PM.
