Kane County Human Services Committee met June 14.

Here are the minutes provided by the committee:

1. Call To Order

Chairman Surges called the meeting to order at 9:00 AM.

5. Monthly Financial Reports

A. Monthly Finance Reports

Chairman Surges stated the monthly finance reports were on file. No additional report was made.

6. Department of Human Resource Management

A. Monthly Blue Cross Blue Shield Invoice

HRM Exec. Dir. Lobrillo stated the monthly Blue Cross Blue Shield Invoice is within normal tolerance at $1.4M.

B. Monthly BCBS and MERP Totals

HRM Exec. Dir Lobrillo stated the MERP enrollees are holding steady at 70. Within the last year, enrollees have gone up by ten members.

C. Monthly Assured Partners Report

HRM Exec. Dir. Lobrillo stated the monthly AssuredPartners report was within tolerance. As of April 2023, the Global Financial Tracker showed the reserve amount to be $327,336.

D. Monthly Applicants and Staff Changes

HRM Exec. Dir. Lobrillo stated the County has been receiving numerous applications for the majority of open positions. She explained that Elected Official's Offices have the option to post their vacant positions on their website and opt out of utilizing the County's main website. In May 2023, the County has had 24 new hires and seven terminations. Lobrillo addressed questions and comments from the Committee. Discussion ensued. Lobrillo spoke on the HRM's Exit Interviews conducted with terminated employees. Further discussion ensued on employee benefits.

E. Monthly Workers Comp and Liability Reports

HRM Exec. Dir. Lobrillo stated the monthly Worker's Compensation and Liability Reports were within tolerance. The Human Resources Department is currently in the Request for Proposal (RFP) process to seek a third-party administrator with Cannon Cochran Management Services, Inc. (CCMSI) Lobrillo explained that the RFP needs to be done due to a Kane County Purchasing Ordinance. Committee Chair Surges spoke on the relationship built between Kane County and CCMSI. Lobrillo addressed questions and comments from the Committee.

F. Equity Project Update

HRM Exec. Dir. Lobrillo provided an update on the Equity Project. She explained that all department heads and elected officials need to complete the next step of salary range penetration. This step will take the actual incumbent employee into consideration and determine where they fall within the position's salary range. Guidelines were sent to all elected officials and department heads to give them an opportunity to make a determination as to where each staff person falls within the set salary range. Once this information is gathered, exact dollar amount calculations based on the current ranges would be presented. After this step is completed, the County Board will be presented comparisons to external agencies and begin to look into the County's external equity. Lobrillo shared the Salary Range Penetration Score Worksheet. Each department head/elected official will need to fill out a worksheet for each of their employees. Chairman Surges clarified the reasoning of the steps within the Equity Project. Lobrillo explained the stages of salary adjustments for those that were being paid below the minimum pay range. She addressed questions and comments from the Committee. Discussion ensued.

7. Compliance

A. Monthly Training Report

HRM Exec. Dir. Lobrillo stated the annual Sexual Harassment Training is underway. She explained that the State of Illinois recently passed legislation allowing cyber trainings for all public employees. The HRM Department has been working with the Information Technology Department (ITD) on developing cyber

A. Medical Insurance Carrier Change Disruption Discussion

AssuredPartners Representative Mike Baker provided a presentation on the Kane County's Medical Insurance Carrier Change Disruption. He reviewed the differences in financials for Blue Cross Blue Shield (BCBS) and

UnitedHealthcare (UHC). BCBS's total fixed cost is approximately $4.6M, while UHC's is roughly $1.7M. He highlighted the "Expected RX" data line within the report. He stated that between BCBS and UHC, UHC has a 29% improvement

cost than BCBS at $4.6M. He reviewed numerous line items within the financial report. Baker addressed questions and comments from the Committee. Discussion ensued.

Baker continued with presenting the disruption rate between renewing with BCBS or switching to UHC. He reviewed the Medical Group Analysis from December 2021 to November 2022 of UHC HMO Navigate. Further discussion ensued. Baker shared the PPO Disruption for UHC's Choice Plus Plan from December 2021 to November 2022. He reviewed the disruption rates for chiropractic care, clinical psychology, clinical professional counselor, clinical social worker, and psychiatry. The top area with the highest disruption rate is in chiropractic care. In conclusion, Baker stated that if the County were to switch carriers, the disruption claim amount would be approximately $157,698, with about 1,137 claims affected. Baker addressed additional questions and comments from the Committee. Discussion ensued.

Baker shared information on UHC's Transition of Care program. This program would be utilized by those that are in the middle of medical treatment during the switch of insurance carriers.

HRM Exec. Dir. Lobrillo stated that the Human Services Committee would need to pass a resolution making a decision on which provider the County will utilized by July 2023. If this deadline is not met, it will affect the County's Open Enrollment period. Much discussion ensued.

9. New Business

A. Recruitment Policy Discussion

HRM Exec. Dir. Lobrillo reviewed the draft Recruitment Policy. She shared the highlighted changes that could be made to this policy. She stated the policy was wrote with common practice. The next step is to have the State's Attorney' Office review the policy. The Committee provided a consensus to move forward with the development of this policy.
