Reconvened Meeting from Wednesday, February 22, 2023

1. Call to Order

Madam Chair Pierog called the meeting to order at 3:03 PM.

A. State’s Attorney’s Office Salary Review

Madam Chair Pierog provided an update on the process of passing Resolution 23-278. She recognized the concerns and needs of the SAO, expressing full support of the board for the vital role the department plays in the safety of Kane County. She highlighted the strides taken most recently to move pay equity forward and invited all Committee Members to discuss. Members contributed thoughts on the process of acquiring more funding for the requested wage increase and potential outcomes.

HR Dir. Lobrillo spoke on reviewing all non-union county positions in a wage study for a more equitable framework. She stated that although the equity study is not complete, she estimates that roughly $2.7M will be allocated over a period of three years to salaries. More accurate figures will be presented upon project completion. Discussion ensued on internal and external equity. Lobrillo noted that more firm estimates are expected to be available in Spring 2023 and will be retroactive to December 1, 2022.

Sheriff Hain expressed support for the diligent work and appropriate wages of the SAO, citing turnover as a significant issue. SA Mosser stressed her understanding of the legislative and budgeting processes, but expressed frustration with the continual pay disparity at her office. She advocated for discussion towards an efficient solution. She highlighted revenue and additional funding that she has assisted in bringing to the county, as well as specific funds that are earmarked for salaries. She praised previous work with the Board to lighten ASA workloads and encouraged more dialog to move forward with other reasonable requests.

Madam Chair Pierog entertained a motion to table Resolution 23-278 indefinitely. The motion was moved by Molina, but failed due to lack of a second. Much discussion ensued regarding various motions in response to this particular resolution. Molina retracted her motion.

Madam Chair Pierog entertained a motion to table Resolution 23-278 to a date certain, which was moved by Gumz and seconded by Molina. Committee Members requested that HR Dir. Lobrillo present the figures of the wage equity study closer to the next Human Services Committee meeting. Madam Chair Pierog suggested that the Labor Management Committee reconvene to review the more solid figures on April 14, 2023 and the Committee agreed. Much discussion ensued regarding funding sources.

B. Approving FY2023 State’s Attorney’s Office Budget Adjustments for Personnel Services including Salaries and Wages

This Resolution has been tabled until Friday, April 14, 2023.
