The regular meeting of the Council of the City of Elgin, Illinois, was held in the Council Chambers. The meeting was called to order by Mayor Kaptain at 7:00 p.m. The Pledge of Allegiance was led by Mayor David Kaptain.

MINUTES OF THE MAY 25, 2022, COUNCIL MEETING APPROVED AS DISTRIBUTED
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the May 25, 2022, regular council meeting minutes as distributed. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Shaw, Thoren, and Mayor Kaptain. Nays: None. Councilmember Steffen abstained.

Juneteenth Proclamation
Councilmember Powell read the following proclamation:
PROCLAMATION
WHEREAS, President Abraham Lincoln signed the Emancipation Proclamation on January 1, 1863, declaring the slaves in Confederate territory free, paving the way for the passing of the 13th Amendment which formally abolished slavery in the United States of America; and
WHEREAS, word about the signing of the Emancipation Proclamation was intentionally delayed some two and one half years, in reaching enslaved African Americans in the South and Southwestern United States; and
WHEREAS, it was on June 19th, 1865, that Union soldiers, led by Major General Gordon Granger, landed in Galveston, Texas with news the war had ended and to enforce the Emancipation Proclamation; and
WHEREAS, June 19th has a special meaning to African Americans, and is called "JUNETEENTH" combining the words June and Nineteenth, and has been celebrated by the African American community for over 150 years; and
WHEREAS, Juneteenth, also known as “Freedom Day”, is considered by many to be the longest running African American holiday and is often referred to as America’s second Independence Day; and
WHEREAS, Juneteenth became a legal federal holiday in 2021 and is also a legal state holiday in Illinois; and
WHEREAS, Juneteenth observations are held throughout the nation and is a symbolic date celebrating African American freedom, culture, equal rights and unity in the United States.
NOW, THEREFORE, I, David Kaptain, Mayor of the City of Elgin, Illinois, do hereby proclaim June 19 as JUNETEENTH in the City of Elgin, and urge all citizens to become more aware of the significance of this celebration in African American history and in the heritage of our nation and City.

Councilmember Shaw made a motion, seconded by Councilmember Thoren, to approve a contract with Landscapes by Gary Weiss in the amount of $206,770 to complete the full removal and replacement of the retaining wall located at 1895 Big Timber Road. Mayor Kaptain declared the public hearing open.
Marc Mylott, Community Development Director, outlined Petitions 08-22, 09-22, and 10-22 for 2600-2800 North Randall Road. The petitions allow for an annexation of the property, and a planned development as a map amendment to construct three industrial buildings and the extension of Busse Parkway. Mr. Mylott outlined the phases of the project, access points to the property and other site improvements. Staff and the Planning and Zoning Commission recommend approval subject to the conditions outlined.
Mayor Kaptain declared the public hearing closed.

RESOLUTION
APPROVING A GRANT RECIPIENT ELIGIBILITY LIST UNDER THE 50/50 AND 75/25 HISTORIC ARCHITECTURAL REHABILITATION GRANT PROGRAMS
WHEREAS, the 50/50 and 75/25 Historic Architectural Rehabilitation Grant Programs have been established to provide financial assistance and incentives for property owners in Elgin's historic districts and individual landmarks in the restoration of their properties; and
WHEREAS, in 2022 applications have been made for 7 projects under the city's Historic Architectural Rehabilitation Grant Programs; 6 applications under the 50/50 historic rehabilitation grant program and 1 application under the 75/25 historic rehabilitation grant program; and
WHEREAS, pursuant to Ordinance No. G31-15, funding for the 50/50 and 75/25 Historic Architectural Rehabilitation Grant Programs has been combined into one historic rehabilitation grant fund; and
WHEREAS, said applications have been submitted to the Elgin Heritage Commission which conducted a review and scored applications based upon objective criteria and forwarded eligibility lists to the City Council which has reviewed and approved the lists.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that the sum of $118,528 is allocated for the following projects approved under the grant recipient eligibility lists.
