A. May Executive Committee Financial Reports

The monthly Financial Reports were included in the agenda packet.

7. PIO Report (J. Mann)

Public Information Officer Mann provided an update. She discussed the work being done to build on social media platforms. Mann stated there were 285 Facebook followers, 70 who were following the office. She explained that in the last 30 days, 18K people had been reached on Facebook. She indicated that the following on Instagram was increasing with the hope to attract a younger following. Mann discussed the different unique content including job postings and stories relative to Kane County. She detailed the goal of attracting people to the social media sites. Mann announced the “Capture Kane County Photograph Collection Event”, which invited people to submit photos of Kane County. She spoke on the PACE Bus and the Salute to the Covid Response Partners events. Mann discussed the start of the Public Information Officer position. She affirmed that Kane County Connects would be relaunching soon. She introduced Brenda Bushbacher, who has been working to redesign the newsletter. Mann talked about a recent press release that discussed the burial of 40 unclaimed individuals that were memorialized. She answered questions from the committee. Mann spoke on the responsibilities and functions of the PIO Office. Much discussion ensued.

8. Old Business

A. Legislative Liaison

Member Gumz stated that at the Legislative Committee, consensus was given to hire Dan Shomon. She explained that a trial period would commence for this Legislative Liaison. She provided several references in favor of Shomon. Gumz indicated the cost would be $7,500 split through November 30, 2022. She spoke on benefits and opportunities of Shomon to fill this position temporarily. Gumz answered questions from the committee regarding the Legislature Sessions, the needs of Kane County, and expectations of this position. Molina stated that expectations would need to be contained since the State Legislature will not be in session. Madam Chairman Pierog listed several functions and responsibilities that Shomon will have as the Legislative Liaison. She stated that he would be working on State and Federal grant funding. Pierog answered questions regarding the reporting structure. Much discussion ensued regarding Collar County memberships and the benefits of this new position. Gumz explained that McHenry and Kane are the only two Collar Counties that do not have a liaison. Gumz stated that keeping the organizational memberships would be essential during the trial period of the liaison. Molina stated that Kane County holds memberships to three organizations for a total cost of $36,400. She spoke on concerns, including the lack of RFP by the County. Pierog clarified that the Liaison would not just be working for the Government Center. She explained that he would have separate contracts with the Coroner, Sheriff, and State’s Attorney’s Office of $7,500 each. Much discussion on the contracts, compensation and lobbyist needs ensued. Molina reiterated concerns. Pierog requested consensus for usage of $7,500 out of the budgeted $25K that was set aside for this position. Majority consensus was given with Molina and Shepro abstaining. Pierog stated that the State’s Attorney would review the contract before signing. The Legislative Liaison will report to the Legislative Committee. Committee members voiced the expectation that this will go out for RFP/RFQ before any contract extension.

9. New Business

Ford discussed the foreclosure and evictions item within the County Clerk’s 2021 report. He indicated that 102,431 cases were pending and awaiting impact for evictions and foreclosures in Kane County. Ford requested clarification on the report by the County Clerk’s Office. Martin noted the possibility that the numbers were effected by the pandemic. Ford stated that his questions had been unanswered. Madam Chairman indicated that she would call for clarification, also.

1. Resolution: Authorizing Grand Victoria Riverboat Funding for External Projects for FY2022

Kious explained the list of external projects for the Grand Victoria Riverboat funding was included. He thanked staff for organizing Kane County’s requests for submittal to the County Board. Kious stated that funding would be distributed in January 2023. He identified the application standards, which were Environment, Education, and Economic Development. He announced that $588,231 will be distributed. Much discussion ensued on the distributions and the amount of assistance it will provide. Ford noted that each applicant was contacted to ensure the funding was feasible to help the project. Kious stated that some of the applicants have community support. He spoke on the decrease in Riverboat funds over several years. Kious acknowledged Scott Berger and the OCR Department for the work they perform.

Exec. Dir. Fahnestock spoke on staffing issues in the Bldg. Mgmt. Dept. that need to change to meet the maintenance needs of Kane County. He provided the original and proposed organizational charts. Fahnestock detailed several areas of improvement and the new process. Several Board Members thanked Fahnestock for taking on the reorganization and spoke on the savings that can occur with these changes. Fahnestock answered questions from the committee.

Tepe inquired on the bids that were received and spoke on potential distribution savings. Fahnestock discussed the prospect of using Amazon for supplies. He talked about challenges acquiring bid responses due to the requirements and competitive buying process. Fahnestock noted that some contractors and vendors would not bid due to the complexity of the process. He spoke on organic and environmentally safe cleaning products for government buildings. Sanchez amended to include items #9 and #10 back onto the consent agenda after the discussion. Kious seconded.

Wojnicki inquired on the location of the Farmland Lease. Fahnestock explained the location, which is 25 acres North of Route 38 in St. Charles Township. He stated that an incumbent farmer had been farming at this location and that this resolution will allow the renewal of the agreement.

Molina clarified Ford’s previous question regarding the eviction and foreclosure cases. She stated that the number reported signified that the cases were filed but does not mean that they were all being granted.

Kenyon, on behalf of the Agriculture Committee, announced that June is National Dairy Month.

Kious, Admin. Chair, thanked the County Board for the support of the changes in the Maintenance Dept.

Tepe, Public Service Chair, stated that early voting had begun. He noted regular voting would start on June 13, 2022. He recommended directing constituents to the YouTube presentation that was given regarding mail-in-voting and security. Surges spoke on an issue at the Aurora Center, the incident was with an election judge that did not understand legal rights of poll watchers. Shepro stated that there will be follow-up.

Bates, E&E Chair, explained the Climate Action Plan will be moving forward. She stated that ground was broken at the Solar Site. Madam Chairman indicated that volunteers were planting trees.
