I. Call to Order

The Forest Preserve District Commission meeting was held Tuesday, June 8, 2021 at 9:00 AM at Kane County Government Center, 719 S. Batavia Ave., Bldg. A, Geneva, IL 60134. The meeting was opened by President Chris Kious at 9:00 AM. Remote=*

VII. Bid and Proposals

A. FP-R-21-06-2877 Resolution Approving a Bid for Chip Seal Parking Lot and Roadway Projects at LeRoy Oakes and Burnidge Forest Preserves

Staff has determined that it would be beneficial to try a chip and seal process on a limited number of paved areas, as a trial. The project will consist of asphalt repairs, crack filling, and chip and seal. The awarded qualified bidder for this project was AC Pavement and Striping, Elgin, Illinois, with a bid price of $61,839. AC Pavement and Striping has also completed projects for KDOT. Funds totaling $59,000 are available for a portion of this expense totaling $61,839. Additional funds of $2,839 will be utilized from the savings available from the Hughes Creek Golf Club parking lot repaving project.

B. FP-R-21-06-2878 Resolution Approving a Proposal for the Tallgrass Prairie Adventure Exhibit at Creek Bend Nature Center

The District has been awarded a $200,000 Illinois Public Museum Capital Grant for this project administered by the Illinois Department of Natural Resources. Proposals from five firms were evaluated and Chase Studio Exhibit Division of the Ozark Museum of Natural History, of Cedarcreek, Missouri, was selected for this project at a cost of $200,000. The grant will reimburse the District $200,000. The additional $12,500 represents the District’s matching funds for the project.

A. FP-O-21-06-0573 Ordinance Authorizing the Establishment of a Prospective Commissioner Candidate Information Packet and a New

Commissioner Orientation Manual

Exec. Dir. Meyers presented the table of contents packet for the recognition of the Distinguishing agency award. This will include the 2 packets that will be provided to a candidate and to the elected official.

DISCUSSION: Commissioner Surges asked about budgeting an expense for the production of the packets, or would they be made electronically? Exec. Dir. Meyers responded that the packets are in pdf form. Items updated or new items added in the future would be incorporated and brought back to the commission for review/approval.

XI. Communications

A. Projects Update

Chief of Planning Anderson provided an update on the current projects. He shared drone footage and discussed the phases of each project. The lake at the Oakhurst Forest Preserve has been stocked with fish purchased by the proceeds from the native plant sale. Commissioner Surges commented on the salamander construction, Exec. Dir. Meyers responded that in order to receive recreation points in the granting process and in accordance with grant requirements, staff incorporated an elevated turf area in the shape of a salamander. Informational/interpretive exhibit signs will be placed along the trail as well.

Commissioner Lewis asked about the completion date and ribbon cutting for the Oakhurst Forest Preserve. Anderson responded that the construction completion date is set for June 30, 2021, however the ribbon cutting will be later in the year to allow landscape grow in.

Anderson provided an update of the Raymond Street Tunnel project noting the grant funding is 80% reimbursement. The District’s responsibility is the remainder 20%. The Settler's Hill Golf Course renovation was presented with drone footage. Anderson highlighted the various elevations of the course.

Commissioner Frasz commented that presenting drone footage in the presentation offers a visual understanding of the extent of each project, specifically the golf course renovation. Commissioner Wojnicki noted that the elevated views on the course provide a unique piece to Kane County. Commissioner Davoust commented that the future club house, returning 9’s would increase revenue for the food and beverage portion of the course.

XII. President's Comments

President Kious encouraged Commissioners to attend the annual golf outing tomorrow, Wednesday June 9, 2021 at 8:00 a.m. at the Hughes Creek Golf Course.

Dir. of Ops. Goreth reported that the District will be offering free wood chips available for pick up at the Burnidge Forest Preserve in Elgin on Saturday June 19 and Sunday June 20, 2021. Staff will be available with equipment to help load vehicles on both days from 8:00 a.m. to 1 p.m. only. The public is welcome to pick up on their own between 1 p.m. to 5 p.m. Details are available on the Forest Preserve District Website.

Dir. of Comm. Affairs Metanchuk informed the Board that donations have been received on behalf of Arlene Shoemaker who recently passed away.
