      A. 2020 Health Insurance Program with Blue Cross Blue Shield of Illinois ($10,563,351 for active employees; $1,545,555 for retired employees)

           Objective: Provide fiscally sound health insurance program access to employees, retirees and their dependents.

      Special Presentations and Reports

            All items listed in section “Special Presentations and Reports” are for informational purposes only. As such, the city council is not expected to take action at this time on any item listed below.

      B. Proposed 2020 Budget and Three-Year Financial Plan

            This evening begins the discussions and deliberations on the Proposed 2020 Budget and ThreeYear Financial Plan that will be occurring over the course of seven city council and community meetings before the budget’s final adoption on December 18th. 

      Initiatives and Other Items

      C. Acceptance of Public Parkway Improvements within Bowes Creek Country Club Phase I Subdivision (No cost)

             Objective: Fulfill the City’s obligation to maintain reliable infrastructure for serving businesses and residents.

      D. Amendment No. 1 to Engineering Services Agreement with Burns & McDonnell Engineering Company Inc. for Various Utility Department Projects ($89,000)

            Objective: Provide engineering services for a variety of projects to maintain and improve the City’s water treatment facilities and utility infrastructure.

      E. Resolution Establishing a Schedule of City Council Meetings for 2020 (No cost)

            Objective: Establish a schedule of city council meetings for 2020 to comply with requirements of the Open Meetings Act.

      F. One-Year Lease Extension Agreement with 164 Division St. LLC for the Elgin Arts Showcase (Approximately $48,600 per year)

           Objective: Continue to provide cultural arts opportunities and attract visitors to Downtown Elgin.
