City of Elgin Board of Fire & Police Commissioners met June 20.

Here is the minutes provided by the board:

Present: Chair Thomas Aagesen

David Schmidt, Fire Chief

Ana Lalley, Chief of Police

Absent: Cmmr. Alvaro Fernandez

Cmmr. June Wooten

Staff: Tim Bennett

The meeting was called to order at 5:00 p.m. by Chair Aagesen.

Approval of the Minutes

The approval of the April minutes was tabled until the July meeting due to the fact that neither Chief was at that meeting.

Discussion on Police Testing Process

There will be a potential 81 candidates to be interviewed. Background checks on the candidates will be completed by July 5th and Chief Lalley will inform Tim of the exact number to be interviewed.

Chief Lalley indicated that 5 candidates will be sent immediately to the Police Academy so interviews need to be completed by August 16th. Commissioners are to send their availability for the interview process from July 22nd through August 16th to Tim by email.

Discussion on Police Hiring Requirements

There was much discussion regarding adding a criteria of obtaining preference points for attending Elgin Community College (ECC) Criminal Justice program. Chief Lalley’s reasons for the request were that it would be a community partnership and it has a large student population of Elgin residents.

Chief Lalley made the motion, seconded by Chief Schmidt to have Chief Lalley move forward to approaching the City Council to partner with Elgin Community College (ECC) for preference points for attending the ECC Criminal Justice Department program. Motion carried 3-0

There was discussion of having the Fire Department develop a partnership with ECC’s Fire Science program.

Executive Session

Chief Lalley made the motion, seconded by Chief Schmidt to adjourn to executive at 5:30.

Open Session

Chief Lalley made the motion, seconded by Chief Schmidt to return to open session at 5:22 p.m.

Chief Lalley made the motion, seconded by Chief to extend the probationary period for Officer Shane McNamara for 7 weeks from 7/2/19 to 8/20/19. This will account for the time that Officer McNamara was off on active military leave. Motion carried 3-0

Adjournment

Chief Lalley made the motion, seconded by Chief Schmidt to adjourn the meeting at 5:35 p.m. Motion carried 3-0
