City of Batavia Board of Fire & Police Commissioners met June 4.

The meeting was called to order at 5:01 p.m. Roll Call.

Members Present: Secretary, Dennis Anderson; Commissioner, Randy Zies

Members Absent: Chairman, Nancy Vance

Others Present: Police Chief Daniel Eul, Fire Chief Randy Deicke, Recording Secretary Joanne Miller

APPROVE PREVIOUS MEETING MINUTES

Motion: To approve the minutes of the May 18, 2019 regular meeting as presented.

Maker: Zies

Second: Anderson

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

OLD BUSINESS

NEW BUSINESS

Election of Board Officers – According to State Statute, the Board must elect Officers annually, normally at the June meeting.

Motion: That the Batavia Board of Fire & Police Commissioners Officers remain the same.

Maker: Zies

Second: Anderson

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Board Officers are as follows: Chairman – Nancy Vance; Secretary – Dennis Anderson; Commissioner – Randy Zies.

Review Executive Session Minutes – According to the Illinois Open Meetings Act, Executive Session Minutes should be reviewed twice a year to determine if they should be released to the public. After a brief discussion, the Board determined that the Executive Session Minutes should remain closed.

Motion: That the Executive Session Minutes from January – May, 2019 and all previous Executive Session Minutes shall remain closed and confidential.

Voice Vote: 2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Police Testing Initial Eligibility List

Motion: Maker: Second: Voice Vote:

To approve the Police Officer Initial Eligibility List, dated June 4, 2019. Zies Anderson

2 Ayes, 0 Nays, 1 Absent. All in favor. Motion carried.

Review Physical Ability Test

This item was tabled until the July 2, 2019 meeting, so that Chairman Vance could be present.

Current Police Eligibility List

Police Chief Eul and the Commissioners discussed the current 2017 Police Eligibility List. There are no current police officer openings at this time and none expected before the 2017 list expires.

Police Personnel

Police Chief Eul let the Commissioners know that the two newest police officers, David Saad and Jose Barrera, will be completing the Field Training Program on June 30, 2019 and will be put on the regular police officer schedule on July 1, 2019. They are both expected to do well on their own.

Succession Plan for Officers

Police Chief Eul is expecting several officers to retire in the next few months and discussed hiring options from the 2019 Police Officer Eligibility List. He suggested hiring certified police candidates first, in order to fill open police officer spots quickly, without having to wait to send them to basic training. The next basic training class is September 16 – December 20, 2019.

There being no further business to consider, a motion was made by Commissioner Zies to adjourn the meeting at 5:43 p.m. Seconded by Secretary Anderson. All in favor. Motion carried.
