2. Approval of Minutes: March 15, 2019

3. Environmental (J. Wollnik)

Environmental/Water Resources Dir. Wollnik provided an update on the Stormwater Management Planning Committee meeting. Geneva Mayor Burns reported Kane County was the first County to join the Greenest Region Compact. Wollnik noted the revisions to the current Storm Water Management Ordinance were approved and will be presented at the May 7, 2019 County Board Meeting.

4. Recycling/Solid Waste (J. Jarland)

A. Recycling Programs Annual Report

The presentation was deferred to the May Committee meeting.

B. Recycling Events

Staff Mino promoted the upcoming recycling event on April 13, 2019 from 8 a.m. to 12 p.m., located at the Circuit Clerk 540 S. Randall Road, St. Charles. They will be collecting books and electronics only. Mino discussed the recycling events for the year including the Extravaganza in July.

5. Sustainability (J. Mino)

A. Idling Reduction Update

Referencing a PowerPoint presentation included in the agenda packet, staff Mino gave a brief update on the Idling Reduction sign implementation at Kane County schools.

The Batavia Environmental Commission helped install 16 Idling Reduction signs throughout Batavia schools. Mino will continue to reach out to school organizations and expand the program. Brief discussion occurred.

B. KCDEWR Grant Opportunities

Staff Mino provided a PowerPoint presentation included in the agenda packet. They are currently exploring Grant funding opportunities. An announcement was made for the Healthy Schools Grant Program from the US EPA, however it is a proposed grant. The grant would identify, address and prevent environmental health risks in and around schools. This grant could be a potential funding source for the Idling Reduction Sign program. More information will be provided in future meetings.

C. Earth Day

Staff Mino promoted Earth Day on April 22, 2019. STEMapalooza will be on April 13, 2019 at Cowherd Middle School this year. Mino shared highlights from the Count Down to Earth Day 2019 series in the E-Newsletter Kane County Connects. They have collaborated with Friends of the Fox River for Earth Day events. Mino encouraged everyone to visit the website friendsofthefoxriver.org. Various events are also scheduled in Elgin, Batavia and the Forest Preserves.

D. Fabulous Fox!

Referencing a PowerPoint presentation included in the agenda packet, staff Miller provided an update on Fox River Summit held in March. Next year’s Summit is scheduled for March 26, 2020. The new website recently launched provides information of access sites including maps, amenities, parking, directions, fees, signage, photos and hazards. According to a study by the River Management Society, the revenue generated along water trails come from goods/services, visitor expenditures, lodging, shops, dining, gas, groceries and other activities. In another study in Michigan, the Heron River Water Trail had an estimated impact of $50 million of generated revenue to the local economy during 2010-2012. A grant awarded from the National Park Service will provide the funding needed to print 50,000 copies of the Fabulous Fox brochure. Staff Miller will receive10, 000 brochures to distribute to local organizations. The remaining brochures will be distributed during the paddling season to the Chicago and Milwaukee regions.
