The data shows that 35 men and two women were released in Elgin. The median age of the parolees was 38. The youngest parolee is a 22-year-old man sentenced for crimes against a person in 2017, and the oldest is a 58-year-old man sentenced for property crimes in 2018.
The offender who had been incarcerated the longest is Rudy Villareal Jr. He was convicted of homicide in 1995 when he was 20 years old. He is now 45.
Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
