2. Approval of Minutes: September 19, 2018

4. Old Business

A. Legislative Update

Co-chair Hernandez provided an update on previously discussed bills. SB1597 Compostable Bags in Retail Establishments Act was discussed on the November 13 Veto Session. She promoted the National Association of Latino Elected and Appointed Officials site Naleo.org. The site provides information and resources for the 2020 Census. Hernandez emphasized the importance for the constituents to participate in the census.

5. New Business

Co-chair Starrett promoted upcoming events including NACo's 2019 Legislative Conference on March 2-6, 2019 in Washington D.C. and the 2018 Large Urban County Caucus Symposium & Fall Board meeting on December 5-8, 2018 in San Diego, CA.

Lewis initiated a discussion proposing the committee request reimbursement or expense coverage for conference travel. Starrett recommended writing a proposal including the committee members attend at least one conference per year. Thomas suggested the committee meet with the Chairman for discussion prior to writing a proposal. Considerable discussion followed.

There was a consensus amongst the committee to move forward with writing a proposal for reimbursement of expenses for conference travel and to include participation in the Illinois Association of Counties.
