1. Call to Order

Co-Chair Starrett called the meeting to order at 10:38 AM.

4. Old Business

A. Legislative Update

Co-Chair Starrett provided an update on previously discussed bills noting most of the legislation has gone on to the rules committee, third readings, and/or assignments. She mentioned HB4581 and HB4711 had short debates, SB2600 and SB2572 were postponed, and SB2332 is on its third reading.

5. New Business

Starrett discussed HB4104 on Municipal CD-Audit Report Standards. She noted that the Supreme Court discussed sales tax for the internet and Congress is set to tackle opioid legislation. Starrett shared information on NACo's (National Association of Counties) educational programs for students and key county economic programs that fall under the FY2018 omnibus bill.

Thomas suggested a list of bills to be placed on the agenda in order to have a proper discussion.

She asked that a calendar be put together with guest and topic information. Thomas noted the DuPage County Board has eliminated a fire district and suggested reviewing cost saving strategies.

Smith added there is a new bill pending to eliminate the township consolidation bill. Conversation occurred.

Starrett promoted upcoming NACo webinar events and conferences.
