City of Elgin Board of Health met January 8.

The Elgin Board of Health quarterly meeting was held on Monday, January 8, 2018 in the
first floor conference room at City Hall. The meeting was called to order by Dr. Poulos at
7:33 p.m.
Members Present: Dr. Dorothea Poulos, Jeanine Seitz-Partridge, Joni
Courtney, Jason Smith Cynthia Applehoff-Siedsma, Dr.
Bryan Blazer
Staff Present: Brad Bohner, Public Health Coordinator
Members Absent: None
Approval of Minutes: Jeanine Seitz-Partridge moved to approve the minutes from the
October 9, 2017 Board of Health quarterly meeting. Jason Smith seconded the motion.
The motion was adopted by a vote of four yes, two abstention, and zero no.
Review of Fourth Quarter of 2017
The following food handling establishments opened in Elgin in the last quarter of 2017:
Beef Shack, Denny’s, McAlister’s Deli, and Bumblebee Playground Café. Printpak, and
Winergy exchanged their vending machines for small retail food stores. Elgin Food Mart
opened immediately after Villa Super Mini Mart closed.
Village Pizza lost power and a sprinkler head discharged in the kitchen causing the loss of
approximately 200 pounds of food. The Public Health Coordinator discarded about 20
pounds of food from Rosati’s Pizza on two separate occasions as the owner was using an
inoperable warming unit to store hot food, causing food to be held at the incorrect
temperature. Lastly, Xing Panda was closed the last week of the year and has yet to reopen
due to a fire suppression discharge in their hood system.
2017 Year End Report
Mr. Bohner reviewed the year-end report with the Board. Although the number of food
handling establishments has doubled the past twenty years, the Health Department was
able to conduct routine sanitary inspections and complaint investigations of all licensed,
seasonal and temporary establishments again this past year. During 2017, 21 food handling
establishments opened and 20 closed, along with 2 daycares closing. The Department
temporary suspended food establishment licenses on 7 occasions, and destroyed about 900
pounds of food on 17 different instances. In addition, adjudication hearing were held for 6
establishment resulting in total fines of $600.
The Health Department also conducted 97 complaint inspections of food handling
establishments, 16 of which were complaints of food borne illness. Eighty other
inspections were completed regarding nuisance, air, water, light, or noise pollution. Lastly,
7 public swimming facilities were closed for more than 24 hours due to either improper
disinfectant levels, turbidity, or unsatisfactory water sample results.
Mr. Bohner explained the goals for the health Department in 2018 will include adopting
the U.S. Public Health Service Food and Drug Administration Food Code to replace the
repealed Illinois Department of Public Health Food Service Sanitation Code. The Health
Department will also begin to utilize the City of Elgin software to input data from these
inspections in addition to the Kane County Health Department software.
Other Business
Mr. Bohner reported that he and his supervisor recently met with Michael Isaacson,
Assistant Director of Community Health of the Kane County Health Department, to discuss
recommending to the City Council to adopt a change to the Elgin Municipal Code to
prohibit the sale of tobacco and nicotine products to individuals under the age of 21. No
other municipalities in Kane County have adopted a similar ordinance. Mr. Bohner stated
that although the Board of Health was unanimous in recommending that the City Council
adopt such an ordinance, the City Manager’s Office does not plan to ask the City Council
to do so at this time.
