Monthly financial reports were included in the agenda packet. Finance staff Waggoner reported there were no FY17 budget concerns at this time.

1. Discussion: Amending Section 2-80 of County Code - Use of County-Owned Vehicles

6. State's Attorney (J. McMahon)

State's Atty. McMahon discussed the following resolution:

A. Resolution: Authorizing Execution of an Intergovernmental Agreement between the Illinois Department of Healthcare and Family Services and the Kane County State's Attorney

(Silva arrives @ 9:04 a.m.) This authorizes the execution of an Intergovernmental Agreement for FY18 (July 1, 2017 thru June 30, 2018).

7. Sheriff/Adult Corrections (D. Kramer)

Monthly reports were included in the agenda packet. (Starrett arrives @ 9:06 a.m.)

Sheriff Kramer indicated he was pulling the following vehicle purchase resolution off of today's agenda, but still wished to discuss it as he wanted the Board to be informed of the needs and the ability of the county to fund the purchase. He provided background information, pointing out that he had been asking for vehicles for over year, and had come in under budget last year in order to pay for the purchase out of the General Fund. He broke down their needs, indicating that he needs to replace 19 vehicles, which are at least six years old and are no longer safe. Kramer said that if he doesn't replace 15 of those vehicles now, he will need to replace 31 vehicles by the end of the year. He felt money was available to do this now. He thought that if these vehicles were purchased by the end of the year, he could forego any vehicle replacement requests for 2018. Some discussion followed, with Kramer responding to questions. Finance staff Waggoner explained that funds for this purchase would come from the Public Safety Sales Tax Fund, which has a balance of $1,067,761. However, once that money is gone, those funds won't be replenished. She noted that the $500,000 that had been historically used in the past for the Sheriff's vehicle purchases is now being used to subsidize the court security budget. Waggoner said that unless the county plans to change the allocations of those budget amounts going forward, it is not anticipated that the fund balance will be replenished. She confirmed that the burdens on those funds are annual and have been pretty consistent.

8. Judiciary & Courts (Chief Judge Clancy Boles/D. Naughton)

Chief Judge Boles updated the committee on a project they are working on with ITD to separate their server from the county's server as disclosure laws are different for the judiciary and the county. They are in a test process right now and hope to have this completed by June.

9. Court Services Administration (L. Aust)

Court Svcs. Dir. Aust said that while some areas of their casework have decreased, with the new laws put in place they have seen a shift in their workload. She hoped to have a full report to the committee next month.

10. Juvenile Justice Center (R. Anselme)

Monthly reports were included in the agenda packet.

11. Juvenile Custody (A. Tsang)

Monthly reports were included in the agenda packet. Dr. Tsang provided an update on residential site visits, noting they are looking to add new facilities. Chairman Martin pointed out that the county is increasingly the source of diagnosis and treatment of problems that have otherwise been dealt with community and state organizations.

12. KaneComm (D. Farris)

KaneComm Dir. Farris provided highlights from his monthly report. He noted they are in the final stages of screening to fill two open positions. Farris reminded the committee that this week is National Public Safety Telecommunicators Week and they have a number of activities planned. He encouraged everyone to stop by.

13. Merit Commission

None

14. Circuit Clerk (T. Hartwell)

A monthly report was included in the agenda packet. Circuit Clerk Hartwell reported that caseloads in the courtrooms are being maintained at a solid level. They are working to catch up with the transition to the new Court Case Management System. They are also working to implement some initiatives such as electronic courtrooms, which will improve the flow in those courtrooms.

15. Public Defender (K. Childress)

None

16. Coroner (R. Russell)

Monthly reports were included in the agenda packet. Coroner Russell discussed the main drivers of expenses in his office; i.e., number of deaths, types of deaths, etc. He indicated that he needs a more efficient facility, and asked what the committee would need to help move that forward. Lewis felt this should be on the county's radar to make this happen. Kojzarek commented that the county is not ignoring this request, and that the discussion has been ongoing as we assess all capital needs.
