City of Geneva Committee of the Whole met April 27.

Here is the minutes as provided by the Committee:

1. CALL TO ORDER 

The meeting was called to order by Chairman Cummings at 7:00pm noting that Ald. Kilburg would be absent and Ald. Seno was running late.

2. APPROVE COMMITTEE OF THE WHOLE MINUTES FROM MARCH 13, 2017. 

Moved by Ald. Marks, second by Ald. Bruno V/V: 8-0 Motion carried.

3. ITEMS OF BUSINESS 

a. Recommend Approval of a Temporary Use Permit to Allow a Food Cart at 621 W. State (7-Eleven) from April 1, 2017 to October 31, 2017.

Moved by Ald. Marks, seconded by Ald. Bruno

Aldermen discussed the timing of the permit with Dir. DeGroot stating the dates were at the request of the business. On a question from Ald. Simonian, Admin. Dawkins stated that per the Places for Eating ordinance language, the establishment would be included to collect that tax and were notified last fall with all other eligible businesses.

V/V: 9-0 Motion carried.

b. Recommend Draft Resolution Amending Final Planned Unit Development Approval (Resolutions 2016-67 and 2001-23) for a Portion of the Geneva Commons Shopping Center – Mid America Asset Management.

Moved by Ald. Marks, seconded by Ald. Seno

Discussion on details of the upgrades were heard, with Tom Runkle of Kimley Horne Associates on hand to provide those details including the proposed lighting of the bell tower.

V/V: 9-0 Motion carried.

c. Recommend Draft Resolution Authorizing Purchase of Eleven (11) Sets of Structural Firefighting Turn-Out Gear from Fire Ground Supply, Inc. in the Amount of $20,790.00.

d. Discussion on Citizen Request for Reduced Speed Limit on IL State Route 25 (Fox Run Subdivision)

Ald. Simonian stated that many of his contituents had requested the city support a reduced speed limit along IL Route 25 and the Fox Run subdivision. Marty Smircich, a resident at 776 Fox Run Drive had sent out postcards to neighbors and other residents asking for their support to reduce the speed limit. Ald. Simonian presented copies of the postcards and emails to the recording secretary. Smircich stated that he had spoken to the Forest Preserve District and they were interested in a reduction of the limit further south on Rte. 25 along their properties.

Police Chief Passarelli conveyed some of their department statistics on accidents in that area, noting that zero accidents took place at the Fox Run Drive intersection dating back to 2009. Passarelli stated that the majority of the accidents are at the Fabyan intersection.

Dir. Babica stated that the city would be responsible for conducting a traffic engineering study to present to IDOT for consideration in a speed reduction. Douglas Warlick, 760 Fox Run Drive, stated his support in a study and felt safety was an issue. The committee agreed by consensus to have city staff send a letter to IDOT for their consideration to reduce the speed on Rt. 25 and bring back that information to the committee when identified.

e. FY2017-18 Budget Discussion on Enterprise Funds

Ald. Marks relayed questions on the electric fund reserves, drinking water plant IEPA loans, the refuse contract, and cemetery funds. On a question from Ald. Singer, Babica reviewed the process by which the refuse contract is bid. The committee agreed by consensus to bring these funds as presented back to the council for formal approval in April.

4. NEW BUSINESS 

Ald. Seno wished Ald. Burghart a happy birthday.

5. ADJOURNMENT 

On a motion by Ald. Simonian, seconded by Ald. Marks, the meeting was adjourned by unanimous voice vote at 7:55pm.
