Here is the minutes provided by the Committee:

1. Call to Order

Chairman Silva called the meeting to order at 9:02 AM.

3. Finance/Budget

The monthly financial reports were included in the agenda packet. Finance staff Waggoner reported there were no FY17 budget concerns to report at this time.

5. Executive Director

A. Presentation by Lulu Blacksmith, Ed., D., Director, Government and Community Engagement, Waubonsee Community College

Ms. Blacksmith presented a certificate of appreciation to Exec. Dir. Jeffers and chair Silva for the county's support of public higher education, leadership, and the positive impact they have had on the community's quality of life. Brief conversation followed.

B. Flash Report

Referencing the monthly reports included in the agenda packet, Health Dept. Exec. Dir. Jeffers promoted (Thomas arrives @ 9:08 a.m.) National Public Health Week in April. This year's theme is the Billion Steps Challenge. The health department team currently has over 6M steps. Jeffers highlighted World TB Day on March 24, 2017. They have begun to see a small increase of TB cases in the communities across Illinois. In June, Mayo Clinic will be coming to the county to speak to with physicians on TB’s impact on this country and what they can do about it. Jeffers provided an update on their recent visit from the CDC. She shared information on the CDC worker they were awarded to assist with the Zika Virus surveillance. Jeffers will provide updates as they move forward.

C. CARE4Kane Website Demonstration by Michael Isaacson, Assistant Director of Community Health Referencing the CARE4Kane.org website, staff Isaacson noted the site provides a vehicle for information on research topics and how the community can contribute. He went over the registration process and how to conduct searches within the site. The website will enable people to get better connected within the community. Isaacson reported there are seven colleges engaged in the project. Brief conversation followed.

D. Update of Narcan

Exec. Dir. Jeffers stated they have been supplying municipal police with Narcan since 2014. Despite those efforts, drug related fatalities have been on the rise in the community. In 2013 there were 22 deaths and in 2016 the total rose to 36. The health department has applied for a grant to fund a campaign to address this issue and the need for treatment.

6. Animal Control

Monthly reports were included in the agenda packet. Admin. Youngsteadt reported revenues from last month did not exceed their expenses due to purchases and projects. This will require a budget adjustment with funds leftover from FY16. Youngsteadt shared pictures of purchases and projects recently completed. He provided information on the 2017 vaccine clinics. Animal Control now has social media pages on Instagram, Facebook, and Twitter. These provide current information on stray pets at their facility. Brief conversation followed.

7. Office of Emergency Management

Monthly reports were included in the agenda packet. OEM Dir. Bryant reported their search and rescue team has been extremely busy. They have had one lost person search every week for the last six weeks. The team typically responds to about 12 searches per year. Because of their mutual aid agreements, they have been able to send out about 100 searchers within two hours. This has helped them get in the field quicker in order to find people that are lost. Bryant presented the following resolution:

A. Resolution: Approving Purchase of One (1) Ford F-450 Light Rescue Vehicle Kane County Office of Emergency Management

This approves the purchase of a Ford F-450 Rescue Vehicle from Alexis Fire Equipment Company of in the amount of $149,757.00. This vehicle will be purchased with funds from the Capital Projects Fund.
