Elgin Committee of Whole votes to legally protect Trout Park River’s Edge

At a recent meeting, the Elgin Committee of the Whole advanced a measure to designate Trout Park River’s Edge as an Illinois Land and Water Reserve to protect its natural resources.

The Elgin Committee of the Whole is a less-formal meeting of the City Council, which gives members an opportunity to discuss items and ask questions. Meetings are held at 6 p.m. on the second and fourth Wednesday of the month in the City Council Chambers of City Hall, at the Robert Gilliam Municipal Complex, 150 Dexter Court.

COMMITTEE OF THE WHOLE MEETING

June 22, 2016

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.in the Heritage Ballroom located at The Centre, 100 Symphony Way. Present: Councilmembers

Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.

Absent: None.

Approval of Minutes

Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve theminutes of the June 8, 2016 regular meeting. Upon a roll call vote: Yeas: Councilmembers

Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.

Nays: None.

Consideration of Renewal of a Property Insurance Program for the Period July 1, 2016

through June 30, 2017

A resolution will be presented at tonight's Council meeting for adoption by the City Council.

Presentation by Julia McClendon, Chief Executive Officer of the YWCA

Ms. McClendon provided a brief history of the location and the types of services that are offeredby the YWCA. She also shared a video to show the progress of two projects, allowing for anexpansion of the childcare offerings at the YWCA of Elgin.

There was a discussion regarding the state budget crisis and its impact on services, grant

opportunities, and the need for volunteers.

Consideration of Designation of Trout Park River’s Edge as an Illinois Land and Water

Reserve Councilmember Steffen made a motion, seconded by Councilmember Powell, to remove the itemfrom the table for consideration. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.Steve Byers, from the Illinois Nature Preserve Commission, provide a presentation regarding thesubject property. A copy of the presentation is on file in the City Clerk’s office. There wasdiscussion regarding easements and long term maintenance.

Councilmember Gavin made a motion, seconded by Councilmember Powell, to approve

Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Announcements from Council

Councilmember Prigge reminded residents about the upcoming clean-up day being held on June25th at the Waste Management facility on Gifford Road.

Councilmember Gavin congratulated the Elgin Area Convention and Visitors Bureau’s Directorof Marketing, Krisilee Murphy, who was recently listed on the Bad Consulting’s list of the 100most influential tourism professionals on Twitter.

Councilmember Shaw emphasized the electronics portion of the June 25, 2016 upcoming cleanupday event at the Waste Management facility on Gifford Road. Elgin residents can dispose ofunlimited items, including two TVs for $20.00.

Mayor Kaptain noted the Police Department’s work this summer with the Kids United program.

He also mentioned the department’s efforts in obtaining a bike for a young resident who they metduring a recent Walk with the Mayor in the Buena Vista neighborhood.

Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcomingcity events.

Shaw, Steffen, and Mayor Kaptain. Nays: None.

The meeting adjourned at 6:55 p.m.
