Others Present: City Admin. Dawkins, City Asst. Admin. McCready, City Attny. Sandack, Dir. Babica, Dir. Milewski, Mngr. Adams, Sprv. Anderson, Chief Passarelli.

Call to Order
Ald. Marks, serving as chair, called the meeting to order at 8:09 PM noting all council members were present with Ald. Kosirog attending via teleconference.
Approve Committee of the Whole Minutes from July 21, 2025.
Moved by Ald. Mayer, seconded by Ald. Paschke.
MOTION CARRIED by voice vote 10-0.
Items of Business
Consider Draft Resolution Waiving Competitive Bidding and Authorizing the Purchase and Installation of Air Compressors and Air Dryer from Atlas Copco in the Amount of $37,211.00 and Declaring Existing Equipment as Surplus Property.
Moved by Ald. Paschke, seconded by Ald. Bowring.
MOTION CARRIED by voice vote 10-0.
Consider Draft Resolution Authorizing the Execution of a Professional Services Agreement with FGM Architects Inc. in the Amount of $95,000.00 for Architectural and Engineering Services.
Moved by Ald. Paschke, seconded by Ald. Bowring.
On a question by Ald. Kosirog, Dave Yandel of FGM Architects stated that his firm would work closely with the key stakeholders and Geneva itself to gain inspiration for the design. The firm will provide 3-4 design options and narrow those into a preferred design. On another question, Mr. Yandel stated that this will be fiscally attainable.
MOTION CARRIED by voice vote 10-0.

New Business
Mayor Burns noted that he is grateful to Admin. Dawkins for her service to the City of Geneva for the past 17 years. He stated that words do not suffice to say how grateful he is to her. He noted that when she reflects upon her time with the city, he hopes that she will see that her work and all that she has accomplished was a great gift to everyone. He noted that her team is second to none and that she has earned the respect of staff, residents, and business members among others. He stated that very few people can do this work well but that she is among those few.
Admin. Dawkins stated that when she began her work with the city, she did not know what an adventure it would be. Through a recession and COVID, there were many successes the city achieved. She noted that she and her family will remain in Geneva and that she will be watching the City Council’s continued progress.

On a motion by Admin. Dawkins, the meeting was adjourned by unanimous voice vote at 8:25 PM.
