City of Geneva Committee of the Whole met July 21

Here are the minutes provided by the committee:

Elected Officials Present: Ald. Bowring, Ald. Furnish, Ald. Kilburg, Ald. Kosirog, Ald. Malecki, Ald. Marks. Ald. Palmquist, Ald. Paschke, Ald. Reinecke, Clerk Kellick.

Elected Officials Attending by Teleconference: Ald. Mayer.

Elected Officials Absent: Mayor Burns.

Others Present: City Admin. Dawkins, City Asst. Admin. McCready, City Attny. Sandack, Supt. Van Gyseghem, Dir. Milewski, Dir. Tymoszenko, Chief Passarelli.

Others attending by video or teleconference: None.

Call to Order

Ald. Reinecke, serving as chair, called the meeting to order at 8:01 PM noting all council members were present save for Mayor Burns.

Approve Committee of the Whole Minutes from July 7, 2025.

Moved by Ald. Bowring, seconded by Ald. Kosirog.

MOTION CARRIED by voice vote 10-0.

Items of Business

Consider Draft Resolution Authorizing the City Administrator to Execute a Contract with EraValdivia Contractors, Inc. for a total not-to-exceed amount of $445,500 for Kirk Road Water Tower Painting.

Moved by Ald. Bowring, seconded by Ald. Kosirog.

On a question by Ald. Kilburg, Supt. Van Gyseghem stated that the Kirk Road tower would be easier to paint than a legged tower. On another question, Supt. Van Gyseghem noted that bidders were required to submit projects performed in Illinois but that three of the bidders did not submit such projects. He noted that quality was likely a concern for Fehr Grahm as was prevailing wage.

MOTION CARRIED by voice vote 10-0.

Consider Draft Resolution Authorizing Execution of a Service Agreement with All City Management for Crossing Guard Services.

Moved by Ald. Kosirog, seconded by Ald. Bowring.

On a request by Ald. Kosirog, Chief Passarelli stated that he reached out to three agencies, and the overall feeling was that they appreciated the way All City Management managed that program thus far. He noted that while there was a price increase, they were extremely satisfied with the services. Municipality sizes ranged from 300 officers to 15 but all were happy with the services they received.

Ald. Kosirog stated that there is a 15 day opt-out clause so he was comfortable with the agreement.

Ald. Bowring stated that she preferred not to contract out the work. Ald. Paschke stated that policy-wise she was not comfortable with a massive pay raise in addition to paying a contractor.

On a question by Ald. Palmquist, Admin. Dawkins stated that the budget would not change dramatically as a result of cost increases because the budget accounted for contracting out services.

On a question by Ald. Kilburg, Chief Passarelli stated that the plan is to recruit locally for guards. Ald. Kilburg stated that if the management company pays more, the City could do the same thing and not contract it out as he prefers that it stays internal.

NAYS: 5 (Bowring, Kilburg, Malecki, Paschke, Reineke)
