Geneva utility customers will see changes in their electric bills this summer. The Geneva City Council approved a five-year electric rate plan in 2023, with the aim of covering fixed costs for the City's electric utility and funding capital projects that benefit all customer categories. This year marks the second of three planned rate adjustments, with the final step scheduled for 2027.
Residential customers will experience a 3.5% increase in their electric bills, resulting in an average monthly bill increase from $92.08 to $95.30. The new energy rate is set at $0.11600 per kWh.
The City has also informed customers about upcoming changes that could impact electricity bills starting this summer due to PJM's annual electric capacity auction results. PJM oversees energy markets across parts of 13 states, including northern Illinois, and sets rates for electricity generators to ensure demand can be met when needed. Capacity prices applicable in Illinois will rise significantly beginning June 1, 2025.
Geneva does not set these capacity charges nor benefits from them financially but employs strategies to mitigate their impact through load reduction programs on peak days and operations at the Geneva Generation Facility. Customers can sign up for Peak Power Day alerts on the City's website to voluntarily reduce energy usage during warmer days, which collectively saves over $3 million in capacity costs from PJM.
These costs are included in the Power Cost Adjustment Factor (PCAF), calculated monthly but not itemized on customer bills.
The City's planned 3.5% rate increase will appear on June utility bills, while PJM capacity increases will be reflected on July bills. Combined, these changes will lead to a 10% rise in monthly bills for average residential customers starting in July.
