City of Geneva City Council met Oct. 21

Here are the minutes provided by the committee:

CALL TO ORDER

The Geneva City Council meeting was called to order by Mayor Kevin Burns at 7:00 p.m. in the City Hall Council Chambers.

Elected Officials present:

Alderpersons: Anaïs Bowring, Mike Bruno, Becky Hruby, Dean Kilburg, Brad Kosirog, Richard Marks, Martha Paschke, Robert Swanson.

City Clerk Vicki Kellick.

Elected Officials attending by video or teleconference: Amy Mayer.

Elected Officials absent: None.

Others Present: City Administrator Stephanie Dawkins, Assistant City Administrator Ben McCready, City Attorney Scott Fitzen, Water Division Superintendent Bob VanGyseghem, Community Development Director David DeGroot, Finance Director Rita Kruse, Economic Development Director Cathleen Tymoszenko, Fire Chief Michael Antenore.

PLEDGE OF ALLEGIANCE

Mayor Burns invited the members of Daisy Troop 2364 to lead the Pledge of Allegiance.

Mayor Burns requested a moment of silence in honor of Carl Albright. Mr. Albright retired recently from Fermilab and was the husband of ICEC board member Cynthia Albright. A service honoring his life will be held this Thursday at Yurs Funeral Home from 4-8 PM.

PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS

Recognize Harrison Street School Daisy Troop 2364.

Mayor Burns welcomed several members and the troop leaders of Harrison Street School Daisy Troop 2364 to the City Council meeting. The Daisies are first graders and are earning their Daisies in Democracy badge.

Consider Ordinance No. 2024-42 Authorizing the Issuance of Waterworks and Sewerage Revenue Bonds of the City of Geneva, Kane County, Illinois, in an Aggregate Principal Amount Not to Exceed $20,000,000, for Improvements to the Waterworks and Sewerage System of the City, specifically Constructing a New Sanitary Sewer River Crossing and Screening Building.

Consider Resolution No. 2024-105 Granting a Final Planned Unit Development Approval and Final Plat of Subdivision Approval – Geneva Crossing LLC.

On a question by Ald. Bruno, Nate Wynsma of Lexington Homes explained that there are three models in the subdivision, all with three stories and two-car garages.

The first floor is flexible living space, the second is living and dining space, and bedrooms are on the third floor. There is a custom-designed plan option for an elevator to exist in place of a closet.

Consider Ordinance No. 2024-46 Granting a Variation to Reduce the Street Yard Setback from 20 Feet to 14.73 Feet for a Proposed Front Porch at 117 McKinley Avenue.

On a question by Ald. Bruno, Architect Chris Rosati explained that the front porch of the home will only measure approximately seven feet deep to fit only a bistro table and chairs.

Consider Ordinance No. 2024-47 Amending Title 11 (Zoning Ordinance) of the Geneva City Code, Section 11-2-2 (Definitions of Words and Terms), Section 11-3-3 (Accessory Buildings and Uses), Section 11-3-9 (Senior Citizen Housing), Section 11-3-11 (Reserved), Section 11-4A-4 (Downtown Districts: Table of Permitted and Special Uses), Section 11-5A-2 (RR: Permitted Uses), Section 11-5B-2 (RE: Permitted Uses), Section 11-5C-2 (R1: Permitted Uses), Section 11-5D2 (R2: Permitted Uses), Section 11-5E-2 (R3: Permitted Uses), Section 11-5F-2 (R4: Permitted Uses), Section 11-5G-2 (R5: Permitted Uses), and Section 11-5H-2 (R6: Permitted Uses) – All Related to the Permissibility and Regulation of Accessory Dwelling Units.

On a question by Ald. Mayer, Dir. DeGroot explained that a request for an ADU of 1,200 sq.ft. would require a variance request by an applicant.

On a question by Ald. Paschke, Dir. DeGroot noted that the ordinance would require that the ADU be owner-occupied. He noted that staff could check property tax filings for homestead exemptions.

Consider Resolution No. 2024-107 Authorizing a Redevelopment Agreement by and Between the City of Geneva and MIF Geneva Park-J, LLC; MIF Geneva ParkM, LLC; and MIF Geneva Park Master Developer, LLC.

Moved by Ald. Bowring, Seconded by Ald. Marks.

On a question by Ald. Marks, Kent Flores, the City’s bond counsel, explained that the senior lien is the lien that will be paid first, while the junior and third liens are the pay-as-you-go liens. The special tax allocation fund contains accounts within it to ensure that different levels of accounts are paid.

PUBLIC COMMENT

Michael Oleson, Geneva Chamber of Commerce chair, noted that a comprehensive agreement between the Chamber and the City was being considered when Stockholm’s had to be rebuilt due to a fire. He stated that the work on Stockholm’s is now complete and he looks forward to re-engaging with the City on a long-term agreement. He also noted that Stockholm’s reopened in 70 days thanks to the Geneva Fire Department and Geneva Building Department.

Chamber chair Mike Simon spoke about the upcoming Cocoa and Chocolate Crawl on November 2. This year there are 30 business participants which included 4 businesses in the Commons. He also noted that the Christmas Walk will be held on December 6 and the Christmas House Tour will be held on December 6 and 7.

More than 900 tickets have already been sold for the house tour. Volunteers are needed to help with the tour, with each volunteer receiving a ticket to the tour. He thanked the City, Fire and Police Departments, and Public Works for their help and support of these events.

There being no further business, moved by Ald. Kosirog to adjourn the Geneva City Council meeting.
