City of Geneva City Council met Aug. 5

Here are the minutes provided by the council:

CALL TO ORDER

The Geneva City Council meeting was called to order by Mayor Kevin Burns at 7:00 p.m. in the City Hall Council Chambers.

Elected Officials present:

Alderpersons: Anaïs Bowring, Mike Bruno, Becky Hruby, Dean Kilburg, Brad Kosirog, Craig Maladra, Martha Paschke, Robert Swanson.

Mayor Kevin Burns, City Clerk Vicki Kellick.

Elected Officials attending by video or teleconference: None.

Elected Officials absent: Richard Marks, Amy Mayer.

Others Present: City Administrator Stephanie Dawkins, Assistant City Administrator Ben McCready, City Attorney Ron Sandack, Public Works Director Rich Babica, City Planner Matt Buesing.

PLEDGE OF ALLEGIANCE

Mayor Burns invited Ian Morser, Jacqulyn Barocio, and Joseph Linder to lead the

Pledge of Allegiance.

PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS

Introduce New Public Works Employees Ian Morser, GIS Technician; Jacqulyn Barocio, Administrative Assistant (Water Div.); Joseph Linder, Water/Sewer Maintenance Worker.

Ian Morser has been a GIS Technician with the City since May. He lives in St. Charles but was born and raised in Villa Park where he attended Willowbrook High School. He enlisted in the Marines one year before graduation and was shipped out on graduation day. He is graduate of Elmhurst University.

Jacqulyn Barocio began working with the City on July 15 after the storms hit the area. She was born, raised, and still resides in Oswego. Previously, she worked in catering sales and has a degree in hospitality and tourism management with an associates degree in baking.

Joe Linder grew up in and is a resident of St. Charles and has been with the City since June. He is a graduate of St. Charles East High School and worked for 22 years as a butcher at the Blue Goose. He most recently worked for St. Charles Township for three years.

AMENDMENTS TO AGENDA

None.

OMNIBUS AGENDA (OMNIBUS VOTE)

All Items listed with an asterisk (*) are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion on these items unless a council member so requests in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda. All items on the Omnibus Agenda require a simple majority vote unless otherwise indicated.

*APPROVE CITY COUNCIL MINUTES FROM JULY 15, 2024 AND SPECIAL CITY COUNCIL MINUTES FROM JULY 8, 2024.

COMMITTEE OF THE WHOLE ITEMS OF BUSINESS

*Approve Ordinance No. 2024-29 Amending Title 7 (Traffic and Motor Vehicles), Chapter 4 (Traffic Schedules), Schedule VI (Stop and Yield Right of Way Streets), Section A (Stop Streets) Section 1 (Four-Way Stops) of the Geneva City Code.

*Approve Resolution No. 2024-78 Authorizing the Purchase of a 2024 Ford Hybrid Escape SUV in the Budgeted Amount of $37,287.24 through Sourcewell Cooperative Purchasing and Declare 2012 Ford Econoline Van as Surplus Property.

*Approve Resolution No. 2024-79 Waiving Competitive Bidding and Authorizing the Purchase of Two Flygyt Pumps from Xlyem Water Solutions USA, Inc. in the Amount of $31,094.00.

*Approve Resolution No. 2024-80 Authorizing the Execution of a Letter of Agreement and Customer Work Agreement with ComEd for Engineering Work Related to New 34kV Feed to Geneva Business Park III Substation.

PRESENTATION OF ORDINANCES AND RESOLUTIONS

Consider Ordinance No. 2024-30 Granting 1) A Comprehensive Plan Amendment from “Parking” to “Single-Family Residential”; 2) a Zoning Map Amendment from D-RSCM Residentially-Scaled Commercial Mixed-Use District to the D4 SFHR Single Family High Density Residential District; and 3) an Amendment to the Fourth Street Parking Lot Planned Unit Development.

PUBLIC COMMENT

Mike Simon of the Little Traveler spoke on behalf of the Chamber of Commerce.

He provided a review of the Arts Fair. He thanked the police and fire departments, public works, and the City for making the fair possible. Additionally, he noted that the Chamber is holding a fundraiser for Stockholm’s at Up North on August 25.

Resident Jay Rule stated that a 40-year old, diseased parkway tree fell on his house 18 months ago. He completed an incident report and quote for repairs but his claim was denied. He stated that he will send an email to the Mayor and City Council with a proposal to settle this matter ahead of the August 14 court date. He stated that if the matter does proceed to trial, he will ask for more money to adjust for inflation and interest.

There being no further business, moved by Ald. Kosirog to adjourn the Geneva City Council meeting.

MOTION CARRIED by unanimous voice vote of those present.

The meeting adjourned at 7:32 PM.
