Village of Montgomery Village Board met July 8

Here are the minutes provided by the board:

I. President Matt Brolley called the meeting to order at 7:04 p.m. followed by the Pledge of Allegiance.

III. Public Participation 

A. Cindy Adams regarding neighborhood issues.  Postponed to future meeting.

B. Public Hearing Concerning the Intent of the Village to Sell Not to Exceed $100,000,000 General Obligation Bonds (Alternate Revenue Source) to Improve the Village’s Waterworks System.

President Brolley opened the Public Hearing at 7:05 p.m.  Director Milewski stated the Public Hearing notice was published in the Oswego Ledger, and relates to an item later in the agenda.  Hearing no comments, President Brolley closed the Public Hearing at 7:06 p.m.

IV. Consent Agenda 

A. Minutes of the June 24th Village Board Meeting. 

B. Accounts Payable through July 8th in the Amount of $1,449,430.53. 

C. Accounts Receivable Report for June 2024. 

D. Water Production Report for June 2024. 

E. Community Development Monthly Report for June 2024.

Trustee Brzoska moved to approve Items A-E of the Consent Agenda, seconded by Trustee Jungermann. 

6 Yea. 0 No. Motion carried. Trustee Brzoska, Trustee Gier, Trustee Sperling, Trustee Bauman, Trustee Jungermann and Trustee Marecek voting yea. 

V. Items for Separate Action

A. Ordinance 2085 Authorizing the Issuance of Waterworks Revenue Bonds of the Village of Montgomery, Kane and Kendall Counties, Illinois, in an aggregate principal amount not to exceed $100,000,000 or, in lieu thereof, General Obligation Bonds (Alternative Revenue Source) in an aggregate principal amount not to exceed $100,000,000 for the purpose of playing the costs of improving the waterworks system of the Village (Waiver of First and Passage on Second Reading).

Director Milewski explained these bonds are related to the Village’s application for Lake Michigan water and will provide 49% of funding for the project.  The first step in the process is to approve and publish this ordinance, after which there is a 30-day petition period. After 30 days the Village will complete the WIFIA application, which needs data from the water rate study that will be presented by the end of 2024. Other sources will provide the remainder of the project funding.

B. Resolution 2024-026 Adopting the 2024 Kane County Multi-Jurisdictional Multi-Hazard Mitigation Plan.

Director Wolf stated this is similar to the plan approved for Kendall County and noted that the plan must be renewed every five years.

Trustee Gier moved to approve Resolution 2024-026 Adopting the 2024 Kane County Multi-Jurisdictional Multi-Hazard Mitigation Plan, seconded by Trustee Brzoska. 

6 Yea. 0 No. Motion carried. Trustee Gier, Trustee Sperling, Trustee Bauman, Trustee Jungermann, Trustee Marecek and Trustee Brzoska voting yea. 

C. Resolution 2024-027 Approving a Plat of Easement Grant and Plat of Easement Vacation (Karis Center for Commerce Lot 3 – Ravago).

Director Abt reviewed that easements need to be approved on Lot 3 to enable installation of utilities, and a formerly granted easement that will not be used can be vacated.  She noted that a similar item at the last Board Meeting was for easements on Lot 1.

Trustee Gier moved to approve Resolution 2024-027 Approving a Plat of Easement Grant and Plat of Easement Vacation (Karis Center for Commerce Lot 3 – Ravago), seconded by Trustee Bauman. 

6 Yea. 0 No. Motion carried. Trustee Gier, Trustee Sperling, Trustee Bauman, Trustee Jungermann, Trustee Marecek and Trustee Brzoska voting yea. 

D. Resolution 2024-028 Authorizing the Execution of a Revocable License Agreement for a Certain 1.5 Acre Property.

Attorney Julien summarized this license agreement will allow the farmer to continue farming the donated 1.5 acres until the Village gives notice that the land will be used and cannot be farmed any longer. Notice must be given 30 days prior to March 31st, otherwise it will auto renew each year.

Trustee Marecek moved to approve Resolution 2024-028 Authorizing the Execution of a Revocable License Agreement for a Certain 1.5 Acre Property, seconded by Trustee Jungermann. 

6 Yea. 0 No. Motion carried. Trustee Marecek, Trustee Brzoska, Trustee Gier, Trustee Sperling, Trustee Bauman and Trustee Jungermann voting yea.

Trustee Bauman thanked staff for putting together the park dedication event and preparing the park. President Brolley said the event did an exceptional job of highlighting veterans, first responders, etc. and thanked staff for supporting it. Trustee Brzoska thanked the Chamber for providing the flowers.

VIII. Future Meeting Schedule

A. Police Pension Board Meeting – Wednesday, July 10th at 11:00A. 

B. Board of Fire and Police Commissioners Meeting – Thursday, July 11th at 9:00A. 

C. Beautification Committee Meeting – No Meeting Scheduled.

Trustee Jungermann moved to adjourn the meeting. Trustee Bauman seconded this motion.
