City of Geneva Committee of the Whole met April 1

Here are the minutes provided by the committee:

Elected Officials Present: Mayor Burns, Ald. Bowring, Ald. Hruby, Ald. Kilburg, Ald. Kosirog, Ald. Maladra, Ald. Marks, Ald. Mayer, Ald. Paschke, Ald. Swanson, Clerk Kellick.

Elected Officials Attending by Teleconference: None.

Elected Officials Absent: Bruno.

Sandack, Dir. Babica.

Call to Order

Council member Brad Kosirog, serving as chair, called the meeting to order at 7:24

PM noting all council members were present save Ald. Bruno.

Approve Committee of the Whole Minutes from March 18, 2024.

Moved by Ald. Mayer, seconded by Ald. Bowring.

MOTION CARRIED unanimously by voice vote of those present 9-0.

Items of Business

Consider Draft Resolution Authorizing a Contract with Hampton, Lenzini and Renwick, Inc. to Complete the FY25 Wetlands Management Services for Eagle Brook and On Brentwood’s Pond Subdivisions in an Amount Not to Exceed $45,200.00.

Moved by Ald. Bowring, seconded by Ald. Marks.

MOTION CARRIED unanimously by voice vote of those present 9-0.

Consider Draft Resolution Authorizing a Contract with Hampton, Lenzini and Renwick, Inc. to Complete the FY25 Wetlands Management Services for the City’s Water Treatment Plant Property in an Amount Not to Exceed $23,600.00.

Moved by Ald. Paschke, seconded by Ald. Marks.

MOTION CARRIED unanimously by voice vote of those present 9-0.

Consider Draft Resolution Authorizing an Agreement with Clark Environmental Mosquito Management, Inc. for the FY25 Mosquito Abatement Program in an Amount Not to Exceed $56,444.

Moved by Ald. Bowring, seconded by Ald. Paschke.

MOTION CARRIED unanimously by voice vote of those present 9-0.

Consider Draft Resolution Authorizing Acceptance of a Proposal to Bind Coverage for Property, General Liability, Automobile, Public Officials’ Employment Practices, Law Enforcement, Crime, Cyber, Excess Liability, and Workers’ Compensation Insurance Effective May 1, 2024.

Moved by Ald. Marks, seconded by Ald. Mayer.

On a question from Ald. Kilburg, Rich Stokluska of Arthur J Gallagher, Inc. stated that since COVID there have been many rate fluctuations. Workers’ compensation has flattened while liability rates are between 7%-9%. The hardest hit areas are in the property sector with re-insurance rates of 12%-14% because of the increased level of storms. Last year there were 28 $1 billion events across the country, mainly in Texas and Oklahoma through the wind tunnel states. Once that stabilizes, he estimates single-digit increases for the next several years.

On another question from Ald. Kilburg, Mr. Stokluska noted that years in which billion-dollar events occurred have risen sharply, especially in the last eight years.

He explained that from 2016-2017 there were approximately a dozen events per year but there are now more than 20 such events each year.

MOTION CARRIED unanimously by voice vote of those present 9-0.

Public Comment

New Business

Ald. Kilburg noted that the historic wall on south Rt. 31 that had been damaged by a hit-and-run driver had been repaired. On a question by the alderperson, Dir.

Babica stated that the contractor and restoration expert supplied a proposal for a reassessment of the remaining sections and they are now negotiating that. The City is also working with the property owner to replace two damaged magnolia trees on the property. Any additional expenses will be presented to the City Council during the budget process.

On a question by Ald. Hruby, Dir. Babica commented that the boil order was still in effect for Joshel Ct. A segment of water main pipe needed to be replaced and a cautionary boil order was put into effect. Samples will be returned from the lab tomorrow to determine if the order can be lifted. This is standard practice. On another question from Ald. Hruby, Dir. Babica noted that City Code mandates water valves every 600-feet in residential areas so the valves can be isolated in cases such as this in order to isolate specific areas.

On a motion by Ald. Mayer, the meeting was adjourned by unanimous voice vote at 7:41 PM.
