City of Geneva Strategic Plan Advisory Committee met Sept. 20.

Here are the minutes provided by the committee:

1. Call to order: Meeting called to order by Chair Frankel at 6:31 P.M.

2. Roll Call: Present from SPAC were Frankel, Kafer, Mannon, Goodenough, Considine, Ellet, Malecki, Monaco, and McCready.

3. Amendments to the Agenda

a. Committee agreed to move CP2’s report ahead of other items.

4. Strategic Plan Update

a. Committee discussed response from the open survey data collector. SPAC members were advised to check their mailboxes and report when the postcard arrives.

b. Cory Plasch, CP2 Consulting, shared preliminary feedback from the focus groups; themes includes responses from east/west side residents, solar incentives, mobility and pedestrian accessibility.

c. It was noted that there were many comments about housing but not a consensus of what that means as some participants brought it up as senior or workforce housing.

d. Additional areas of interest included the French Market, Diversity, Bike Trail and Bike Way Connections, as well as the City’s Sustainability Efforts.

e. CP2 Consulting also shared that the topic of Home Rule and the timing of multiple agencies working on their strategic plan came up.

5. Approval of Submitted Reports

a. Review and approval of minutes from July 2023 – Approved. b. Review and approval of Budget Report – Approved.

6. Subcommittee Reports

a. DEI Task Force

i. Report by Kafer. The DEI Task Force is planning to share their draft recommendations with SPAC in October before going to City Council. DEI Chair will attend next SPAC meeting.

b. NRC

i. Monaco is now serving as SPAC’s liaison to NRC.

ii. It was noted that the Fox River Cleanup was a success and that NRC would be participating in Kane County’s Pumpkin Recycling Program this year with a Peck Road location.

iii. NRC is scheduling education events with the Library.

iv. Plans underway for WCT 2024.

c. Student Government

i. Calendars to be arriving any day, will schedule a time for students to present at a City Council meeting.

ii. Student Government Day – November 14

d. ICEC

i. Welcoming AFS Students at October 16 City Council meeting. ii. Delegation visiting Croissy, more to report after they return. iii. It was noted that ICEC needs a new liaison.

e. Bike Committee

i. Max was selected as the Chair.

ii. Frankel has attended meetings, and reported that they are working on education regarding bike racks.

iii. Meetings will take place 4th week of the month, Tues. or Wed.

7. Public Comment and New Business

a. No new business or public comment.

8. Calendar Review

a. Next SPAC Meeting is a joint meeting with City Council, Monday, October 9, 2023.

9. Adjournment

a. Motion to adjourn by Monaco. All in favor.
