KCAC Admin. Youngsteadt stated that his reports were attached to the agenda. He highlighted the urgent need for a generator at the KCAC building. Discussion ensued.

8. Executive Director
A. Current Health Updates
Health Exec. Dir. Isaacson presented staffing updates and team expansion. He stated that there have been a number of promotions within their department. He spoke on their mental health focus and the newly-formed Ad Hoc Opioid Settlement Fund Committee. Discussion ensued regarding the history and funding of addressing substance abuse issues. Isaacson noted that there will be drive-thru Narcan training and kit distribution events in Aurora and Elgin. Further information can be found at www.kanehealth.com. He announced that the 18th Annual Health Festival, also known as Festival de Salud, will take place on September 9, 2023 from 7:30am to 11:30am at the Prisco Community Center in Aurora. This event will provide health benefits to residents, such as blood screening and vaccines.
B. Authorizing Personnel Hiring to Increase Behavioral Health, Community Health and Environmental Health Services
Health Exec. Dir. Isaacson summarized the following resolution. Discussion ensued regarding the hiring process and the new roles in the Health
Department, such as Environmental Health Inspector.

Health Exec. Dir. Isaacson noted that there was a language error in this previously passed resolution and has now been corrected.

Committee Member Young mentioned recent articles relating to the World Health Organization (WHO) and its promotion of individual remote monitoring on wearable chips. He spoke on the WHO's partnership with the World Economic Forum (WEF) to facilitate this digitalization and its potential effects on Public Health.
Madam Chair Strathmann discussed her recent visit to a farm in Kane County and encouraged others to do the same. Discussion ensued.
13. Public Comment (Non-Agenda Items)
Kane County resident Roxanne Shilka expressed her skepticism of the WHO and their ulterior motives. She encouraged the Committee to pass a medical freedom resolution.
Dr. Sherry Bresnahan from the Children's Health Defense - Illinois Chapter spoke on health regulations as they relate to human rights. She shared a number of quotes from doctors and articles that criticize the motives of the WHO.
