City of Geneva City Council met June 5.

Here are the minutes provided by the council:

CALL TO ORDER

The June 5, 2023 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns.

Elected Officials present:

Alderpersons: Anais Bowring, Becky Hruby, Dean Kilburg, Brad Kosirog, Craig Maladra, Richard Marks, Amy Mayer, Martha Paschke, Robert Swanson.

Mayor Kevin Burns, City Clerk Vicki Kellick.

Elected Officials attending by video or teleconference: Mike Bruno. Elected Officials absent: None.

Others Present: City Administrator Stephanie Dawkins, Assistant City Administrator Ben McCready, City Attorney Ron Sandack, Street Division Superintendent Nate Landers, Fire Chief Michael Antenore.

Others attending by video or teleconference: None.

PLEDGE OF ALLEGIANCE

The pledge was led by Deputy Chief Matthew Lohse, Lieutenant Robert Moore, and Fleet Maintenance Supervisor Scott Ruttenberg.

PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS

Fire Department Promotion and Oath Ceremony for Deputy Chief Matthew J. Lohse and Lieutenant Robert W. Moore.

Mayor Burns introduced Deputy Chief Matt Lohse. D.C. Lohse’s fire service career began in 1997. He has been with the City of Geneva for over 24 years and has been a Lieutenant since 2015. He holds a B.A. in Fire Administration and is expected to complete a M.S. degree in Fire Executive Leadership with Public Administration in 2025. He was promoted to Deputy Chief on May 28 and is only the fifth person in Geneva to hold that title. He and his family live in Batavia.

Mayor Burns then introduced Lieutenant Robert Moore. Lt. Moore received a Fire Service Science Certificate from Waubonsee Community College and was hired as a volunteer firefighter in 2000 with the Bristol Kendall Fire Protection District in Yorkville. He earned his EMT that year and paramedic license in 2002 and then served as a paramedic on an ambulance for six years. He was promoted to Lieutenant in 2008 and served until 2013 when he left Yorkville to join Geneva. He and his family reside in Sandwich.

Introduce Fleet Maintenance Supervisor Scott Ruttenberg.

Mayor Burns introduced Supervisor Scott Ruttenberg who has been with the City of Geneva since March. Supervisor Ruttenberg grew up in Chicago and studied accounting while working in the automotive field. He received his accounting degree and earned a mechanic degree at Lincoln Technical Institute. He worked for 20 years at a car dealership and then spent 20 more years at the Illinois Tollway.

He noted that he is happy to be with the City of Geneva now. Supervisor Ruttenberg and his family live in Aurora.

Recognize Former City Board and Commission Members.

Mayor Burns went on to recognize the following City Board and Commission members for their service:

Al Hiller who served on the Historic Preservation Committee form 2003-2020, Carolyn Zinke who served on the Historic Preservation Committee from 2011- 2023, Carolyn Hill who served on the Cultural Arts Commission from 2006-2019, Doug Holzrichter who served on the Cultural Arts Commission from 2009-2022, Brian Jones who served on the Fire and Police Commission form 2015-2019, and Jill Johnson who served on the Strategic Plan Advisory Committee from 2018- 2022.

Consider Mayor’s Appointment of Brad Considine to the Strategic Plan Advisory Committee.

Consider Approval of 2023 Swedish Days Special Event Liquor Licenses for Geneva Chamber of Commerce and American Legion Post No. 75. Moved by Ald. Swanson, Seconded by Ald. Marks.

AMENDMENTS TO AGENDA

*Approve Resolution No. 2023-55 Awarding Bid and Execution of a Contract with Substation Enterprises, Inc. in an Amount of $464,426.00 and Authorize Change Orders Not to Exceed 10% of the Contract Amount for the Geneva Business Park III Substation Delivery of Materials and Equipment.

*Approve Resolution No. 2023-56 Awarding Bid and Execution of a Contract with Geneva Construction Company in the Amount of $2,545,587.73 for the 2023 Street and Infrastructure Project.

PRESENTATION OF ORDINANCES AND RESOLUTIONS Consider Approval of Ordinance No. 2023-09 Amending Title 4 (Business and License Regulations), Chapter Two (Liquor Control), Section 4-2-13 (License Fees and Number of Licenses) Adjusting the Number of Licenses in Said Section. Moved by Ald. Marks, Seconded by Ald. Mayer.

On a question from Ald. Bowring, Admin. Dawkins stated that if there is a consensus among the City Council regarding whether the Council should discuss granting a license every time a member is added, that would be an issue to return to in a future Committee of the Whole meeting. Regarding this specific ordinance, Admin. Dawkins noted that some licenses in the code have numbers attached to them and others do not. She stated that in the 15 years that she has been with the City, there has never been a denial of a liquor license.

Ald. Bruno then noted that he would join in the consensus if that was brought up at a future C.O.W. meeting. He noted that during his time on the Council, he has also never seen a liquor license denied.

NEW BUSINESS / PUBLIC COMMENT

Resident Jay Ruhl spoke regarding a tree that fell on his house last year. He noted that he was present at the last City Council meeting and that at that time he asked for a meeting to discuss the issue but instead received a letter. Mr. Ruhl asked why there was no meeting, and the Mayor answered that because Mr. Ruhl has retained counsel, counsel for the City has advised that it will be retained in this matter. Attny. Sandack noted that a solution could not be reached at this meeting and because Mr. Ruhl had engaged a lawyer, his lawyer could contact the City officially. He. Attny. Sandack noted that Mr. Ruhl received a letter from Admin. McCready that laid out the City’s position on the matter and while Mr. Ruhl needn’t agree with the letter, the merits of the situation could not be argued at the meeting.

ADJOURNMENT

There being no further business, moved by Ald. Maladra to adjourn the Geneva City Council meeting.

MOTION CARRIED by unanimous voice vote of those present. The meeting adjourned at 7:54 PM.
