4. Public Comment
ITD Office Manager Lorraine Chidester spoke on the loss of her husband, Steve Chidester. He was killed in Blackberry Township when working on the side of the road while employed by Kane County Department of Transportation (KDOT). She spoke on her life without him for the last seven years, touching on the safety improvements made to protect other roadway workers. On Friday, May 19, 2023, in honor of Steve Chidester's passing, Chidester asked for a moment of silence at 10:41 a.m., along with wearing orange to commemorate Steve and all other lost workers.
5. Finance
A. April Transportation Committee Finance Reports
KDOT staff Hopkinson stated that the monthly financial reports were attached to the file. (Committee Ex-Officio Ford arrived in-person at 9:03 a.m.) She mentioned that at the Committee of the Whole meeting scheduled for May 23, 2023 at 4:00 p.m., KDOT will be presenting the County's finance options to handle the deposit of the $17.5M grant from the Illinois Department of Commerce & Economic Opportunity. The following day, the recommended option will be voted on for approval at the Finance Committee meeting.
6. Maintenance
A. Maintenance Report
KDOT staff Edwards stated the monthly Maintenance Report was on file. He explained that rough cut mowing will begin at the end of May 2023. Within the report, an explanation of rough cut mowing is provided.
B. Approving Adopt-A-Highway Applicants
KDOT staff Edwards stated that the Adopt-A-Highway program has received two renewals and one new applicant. (Committee Member Kious arrived in person at 9:05 a.m.)

7. Planning & Programming
A. Planning & Programming Report
KDOT staff Forbes stated the monthly report was on file. In the Kane Kendall Council of Mayors Newsletter there are articles regarding the Fox Valley Bike Share, funding opportunities, and CMAP news. This Friday, May 19, 2023, is the last day to provide comments of the Bicycle-Pedestrian Plan Update. Forbes listed various received comments and the next steps within the plan. As soon as the plan is completed, it will be brought to the Transportation Committee for their approval. Forbes spoke on the Ride-in-Kane program. To date, there are 47 registered riders. On June 1, 2023, Ride-in-Kane will offer rides to Veterans and Pingree Grove residents. Forbes mentioned the outstanding impact fee collection discussed at the last Transportation Committee meeting. She was pleased to announce the developer has paid the fees in full.
B. Approving a Road Improvement Impact Fee Discount Memorandum of Understanding Between the County of Kane and General Mills, Inc.
KDOT staff Forbes stated that General Mills, Inc. has applied for a discount for the Roadway Impact Fees for their future development at 2089 Pillsbury Drive in the City of Geneva. They have received a 40% discount on their impact fees. KDOT has requested approval from the Transportation Committee in order to have KDOT Dir. Schoedel sign this agreement. Forbes addressed questions and comments from the Committee. The Committee provided a consensus to accept this impact fee discount for General Mills, Inc.
C. Approving an Intergovernmental Agreement with the Chicago Metropolitan Agency for Planning for Transportation Planning Activities

KDOT staff Zulkowski stated the monthly report was on file. He stated that KDOT's Permitting team has been busy issuing permits for construction projects.
9. Traffic Operations
A. Traffic Operations Report
KDOT staff Zulkowski stated that the monthly Traffic Operations report was on file. KDOT has removed a traffic signal at Fabyan Parkway at Settler's Hill. This allows traffic on Fabyan Parkway to operate at a free flow. A stop sign is now at Settler's Hill. Additionally, there has been pedestrian improvements done as a part of the electrical maintenance contract at Bowes Road and Del Webb Boulevard. Zulkowski described these improvements, such as utilizing Rectangular Rapid-Flashing Beacon (RRFB). Zulkowski addressed questions and comments from the Committee.
10. Project Implementation
A. Project Implementation Report
KDOT staff O'Connell stated the monthly report was on file. She shared photos of a KDOT Traffic Impact Attenuator (TMA) that was hit by a vehicle while KDOT maintenance staff was present. She pleaded with drivers to be more aware in construction zones as the weather becomes warmer. KDOT staff Edwards spoke more on the utilization of the TMAs to help save lives. KDOT staff addressed questions and comments from the Committee. Discussion ensued on the accident.
B. Approving a Contract for Construction with Peter Baker & Son Co. of Lake Bluff, Illinois for 2023 Hampshire Township Road District, Section No. 23-10000-01-GM

KDOT staff O'Connell stated that with a sudden resignation of a staff member within the Construction Department, KDOT finds itself heading into the 2023 construction session with two staff vacancies. KDOT's inability to attract, hire, and retain professional staff has caused a need for hiring an "On-Call" Phase III Engineering Services for two construction contracts occurring this year: Countryside Avenue Widening Improvement and Montgomery Road at Virgil Gilman Trail Improvement. KDOT is seeking approval of an Emergency Purchase (EPA) and Emergency Affidavit (EA) to streamline the search for these engineers. O'Connell addressed questions and comments from the Committee. Discussion ensued. The expected salary amount for each engineer would be $60K-$70K per year, plus benefits. Further discussion ensued.

KDOT staff Coffinbargar mentioned that KDOT hosted a virtual public meeting for the I-90 and Randall Road Interchange Project on Monday, May 15, 2023. He stated that on Tuesday, May 16, 2023 KDOT will be hosting an in-person open house forum at the Rock House Center in Carpentersville from 6:00 p.m. to 8:00 p.m. He explained that last night's virtual meeting was recorded and will be made available for viewing at www.Randallover90.com. KDOT staff addressed questions and comments from the Committee.
Chairman Davoust announced that today, May 16, 2023 at 12:30 p.m. is the Groundbreaking Ceremony for the Dauberman Road Extension Project. He invited everyone that would like to attend to meet at the Big Rock Campground.
