City of Batavia City Council met May 15.

Here are the minutes provided by the council:

1. MEETING CALLED TO ORDER

The Mayor called the meeting to order at 7:02 pm.

2. INVOCATION followed by PLEDGE OF ALLEGIANCE

Ald. Leman led the Pledge of Allegiance.

3. ROLL CALL

Aldermen in attendance at roll: Miller (7), Beck (5), Chanzit (3), Wolff (2), Solfa (1), Baerren (1), Leman (2), Ajazi (3), Malay (4), Uher (5), Cerone (6), Vogelsinger (7).

Attending remotely: Wolf

In the absence of the Commissioners to be recognized, Ald. Chanzit asked that item 11 be removed from the agenda to be discussed at a future date.

Motion by Ald. Chanzit, seconded by Ald. Solfa, to approve the agenda as amended. Motion carried 12 yea/ 0 nay/ 2 absent.

6. OATH OF OFFICE: Tim Lanci – 6th Ward Alderman

Mayor Schielke administered the oath of office to Tim Lanci.

Ald. Lanci joined the meeting at 7:09.

9. PROCLAMATION: National Safe Boating Week

Ald. Chanzit read aloud the proclamation.

Motion by Ald. Chanzit, seconded by Ald. Beck, to approve the proclamation. Motion carried 13 yea/ 0 nay/ 1 absent.

Mayor Schielke presented the proclamation to Mr. Jendrassik representing the U.S. Coast Guard.

10. PROCLAMATION: National Public Works Week

Ald. Chanzit read aloud the proclamation.

Motion by Ald. Chanzit, seconded by Ald. Solfa, to approve the proclamation. Motion carried 13 yea/ 0 nay/ 1 absent.

Laura Newman accepted the proclamation on behalf of the Public Works Department. She spoke about the hard work EF0 tornado struck Batavia. She also addressed the efforts of the department to keep the community safe during the COVID-19 pandemic.

11. RECOGNITION: Batavia Bicycle Commissioners John Gamble And John Burnham

In the absence of the Commissioners to be recognized, this item was removed from the agenda to be discussed at a future date.

12. RECOGNITION: Tom Connelly – 4th Ward Alderman

Mayor Schielke recognized the contributions of Tom Connelly for his time in service on the Batavia City Council.

Mr. Connelly addressed the council and thanked his constituents for the opportunity to serve. He thanked the Council for their encouragement and support as well as the City Staff.

13. APPOINTMENT: Reappoint Randy Zies To The Board Of Fire And Police Commissioners For A 3 Year Term

Gary Holm addressed the Council and made himself available for questioning.

Motion by Ald. Chanzit, seconded by Ald. Solfa, to approve the resolution. Motion carried 13 yea/ 0 nay/ 1 absent.

14. MAINSTREET MINUTE

Director Beth Walker delivered her report on the recent and upcoming activities of Batavia MainStreet. The Farmer’s Market will open this Saturday along with the Artisan Market. Director Walker introduced her guests for the evening, who are all shop owners who will be operating at the Batavia Boardwalk Shops this season. The opening for the shops was Friday the 12th. Please review the recording for comments in full.

Rich with Fox Valley Gallery of Wood addressed the Council. He spoke about his excitement to be returning for a third year at the Batavia Boardwalk Shops.

Cynthia Debelevich with the Blue Owl Market addressed the Council. Her store furniture and home decor. This is her first year at the Batavia Boardwalk.

Stacey Simmons with Thrown Threads spoke about the positive environment for small start up businesses that the Boardwalk Shops cultivates.

Ald. Leman asked about the hours of operation. Director Walker said that the hours would be Friday, Saturday 9:00- 5:00 and Sunday 11:00-4:00.

15. ADMINISTRATOR'S REPORT

Administrator Newman delivered her report. She spoke about new tactical medical kits which will be placed in the police department squad cars and training that will support the effective use of these kits. Please review recordings for comments in full.

Ald. Beck inquired about adding a recycling bin on Batavia Ave between First and Main Street. She also inquired about installing planters along that block. Newman said that she would follow up with those inquiries.

Ald. Beck inquired what the process would be for New Moon Vegan to add bistro tables on the sidewalk in front of their new store. Newman said that she would ask Anthony Issom to follow up with New Moon Vegan about this request. City Staff confirmed that a permit would be needed and the response time for a permit application would be no more than a week and a half.

Ald. Beck asked to begin a discussion on incorporating more native plantings into the City landscape plans. Ald. Vogelsinger expressed her support for that discussion.

Ald. Leman asked when the City would be able to add the City of Batavia flag to the flag poles outside City Hall. Newman asked which flag should be removed in order to accommodate this request. Ald. Ajazi suggested and Ald. Wolff supported removing the State of Illinois Flag to replace it with the Community Flag. Discussion ensued.

16. OTHER BUSINESS

17. MAYOR’S REPORT

Mayor Schielke delivered his report. He spoke about community traditions surrounding Batavia High School prom and the work done by the Batavia police department, the Post-Prom committee, and the staff and owners of Funway to keep prom and post-prom a safe and fun activity.

He also spoke about the return of the Batavia Brotherhood banquet post-COVID and the good work that the Police and Fire Department Chaplains do for Batavia’s First Responders.

Ald. Chanzit asked whether or not there is a deadline set for the resumes to be received if anyone is interested in filling the newly vacated 4th Ward seat. No deadline has yet been set, but Administrator Newman recommended that anyone who is interested look for an announcement to come out on City social media and the website.

Motion by Ald. Chanzit, seconded by Ald. Beck, to adjourn. Motion carried by voice vote. The meeting adjourned at 8:00 pm.
