4. Building & Zoning Division
A. Amendment to the Kane County Code, Chapter 25, Zoning Ordinance regarding Wind Energy Conversion Systems and Commercial Solar Energy Facilities in the Unincorporated Areas of Kane County
Dev. Dir. VanKerkhoff presented the text amendments to the Kane County Zoning Ordinance. He thanked staff and the Zoning Board for their work on the amendments. He stated that there are two new sections to be added to the Ordinance 25-5-4-8 Wind Energy Conversion Systems and 25-5-4-9
Commercial Solar Energy Facilities. He provided a brief background on the Illinois State Statute's stipulations that has led to the Kane County Ordinance amendments. He spoke on the need for action on these changes. If a County wants to establish standards it must amend their zoning ordinance within 120 days. If a County does not take action, it will not have any citing criteria to govern potential wind and solar projects within their jurisdiction. VanKerkhoff reviewed the process of properly amending the County Ordinance in accordance with the State of Illinois. He listed the next steps moving forward with the amended ordinance. At today's meeting, the County Development Committee would need to move to approve and forward this Ordinance to the Kane County Board for consideration at the May 9, 2023, meeting. VanKerkhoff addressed questions and comments from the Committee. ASA Sandner spoke on the possible delay of added amendments and the consequences it could have. Discussion ensued on additional amendments.
