Kane County Committee of the Whole met April 25.

Here are the minutes provided by the committee:

1. Call To Order

Chairman Pierog called the meeting to order at 4:03 PM.

6. Presentations/Discussion

A. Presentation: Facilities Master Plan Update (Jason Dwyer)

Wight & Co.'s President of Design & Construction, Jason Dwyer, provided a status update on the Kane County's Facilities Master Plan. He thanked everyone that participated in the visioning session on April 12, 2023. He presented a report on the results of the session. He spoke on the initial feedback collected, such as top priorities when developing the Master Plan. (Allan arrived remotely at 4:10 p.m.) Dwyer reviewed the idea of BlueSky Thinking. He shared the challenges and opportunities when developing a Master Plan for Kane County. He shared the major themes that were discussed at the visioning session regarding BlueSky Thinking, such as public support and partnerships. Dwyer reviewed the visioning session activities and the information collected. He listed the guiding principles and priorities when developing a facilities master plan. He shared the timeline and to develop the plan. Dwyer addressed questions and comments from the Committee. Discussion ensued.

B. Presentation: Assured Partners (Luke Moo)

AssuredPartners' Senior Consultant Luke Moo provided a presentation on the 2024 Benefits Financial Results. He shared the data regarding medical and medication plans between Blue Cross Blue Shield (BCBS) and United Health Care (UHC) insurance companies. He spoke on each company's service charges, such as the contract expected cost. Moo addressed questions and comments from the Committee. Discussion ensued. Moo continued with a PPO and HMO network analysis from December 2021 to November 2022. He reviewed the Global Financial Tracker information from the last couple years.

C. Presentation: Blue Cross Blue Shield (Dee Roberts)

Blue Cross Blue Shield of Illinois (BCBSIL) Director, Gabriel Backstrom, recapped the value of what BCBSIL brings to the County. The County has approximately two-thirds of their enrolled employees on a HMO plan. He reviewed the incentives of a HMO plan, such as preventive care and condition management. Backstrom shared a comparison of BCBSIL HMO versus the national HMO benchmark. He listed the additional risk services that BCBSIL HMO plans offer.

BCBSIL Representative, Dee Roberts, presented the 2024 Renewal Information. She shared the fee comparison by product of BCBSIL's PPO, HMOI and BA HMO insurance plans. She reviewed the total projected cost by product. The total projected cost to the County for all insurance plans is $18,518,352. Discussion ensued. Roberts presented the High-Cost Claimants Overview. She shared Kane County's Health Care Landscape. She spoke on the current landscape and additional services BCBSIL could offer the County. Over the last year, gene therapy and other high-cost drugs have increased. Roberts shared the Utilization Management Update for these medications. Roberts addressed questions and comments from the Committee. Discussion ensued. Luke Moo stated that the County would need to have a decision made on which insurance company to move forward with by June 2023, in order to meet the November open enrollment. Further discussion ensued.
