City of Elgin Human Relations Commission met Jan. 3.

Here are the minutes provided by the commission:

Commissioners Present: Cooper, Dixon Lara, Raices, and Yaniz

Commissioners Absent: Ligon, Pichardo, and Shorey.

Staff: Dewis, Aaron Neal

Called to order at 6:30pm

Public Comment

None.

Minutes for December 2022 – Motion made Dixon; Yaniz seconded. Minutes approved.

Annual Schedule – A change to the April meeting date was noted and accepted on the approved 2023 annual meeting schedule.

Humanitarian Award Applications – The commission reviewed and discussed the nominations that were submitted. Commissioner Raices made a motion to award the Humanitarian Award to the following: Marcus Banner, Shirley Bassett, Mansi Patel and Dan Rouse. Motion passed.

Discussion of overnight parking in downtown

Commissioner Yaniz introduced his concerns regarding overnight parking in downtown. Aaron Neal, Public Works Superintendent, provided details on how the current parking ordinance was determined and offered suggestions on how to move the concerns forward to the council for consideration.

Commissioner Yaniz made a motion seconded by Commission Dixon, to draft a recommendation from the commission reading the downtown parking and the issues for those with disabilities. All in favor, motion passed.

Annual Report to City Council

Staff Dewis outlined the municipal code requirement to present the city council with an annual report that highlights the work of the Commission. She provided a draft and asked for the commission’s input.

HRC Scholarship Draft

Chair Cooper outlined the proposed Human Relations Scholarship. There was discussion regarding the requirement. It was suggested to decrease the number of volunteer hours required.

Adjourn

Motion made to adjourn by Chair Cooper and seconded Commissioner Yaniz. Approved. Adjourned at 7:37pm
