Village of Burlington Village Board met Jan. 3.

Here are the minutes provided by the board:

Present: Village President Mary Kay Wlezen, Village Clerk Christine Jones, Deputy Clerk Natalie Meisner, Village Treasurer Jackie Koerwitz and Village Attorney Bernie Weiler.

Open the Meeting: Village President Mary Kay Wlezen opened the meeting at 7:00 p.m. and led the Pledge of Allegiance.

Roll Call: Trustees: Jim Daffron, Amanda Stephens and Mike Szydlo were present.

Absent: Trustee: Ryan Wasson.

Remote: Trustees: Deb Twenhafel and Jean Micklevitz, Village Engineer John Whitehouse, Public Works Director Mark Wilkison and Matt Krueger (Krueger and Associates).

Guests: None.

Approval of Bills to be paid as presented on Warrant 17-FY 2023, Dated January 3, 2023 for $17,333.35: Trustee Mike Szydlo made a motion to approve the bills to be paid as presented on Warrant 17-FY 2023 dated January 3, 2023 in the amount of $17,333.35. Trustee Amanda Stephens seconded the motion. Ayes: Trustees: Mike Szydlo, Amanda Stephens, Jean Micklevitz, Deb Twenhafel and Jim Daffron. Five ayes, one absent, motion carried.

Approval of the December 5, 2022, Village Board meeting minutes. Trustee Jim Daffron made a motion to approve the December 5, 2022, Village Board meeting minutes. Trustee Mike Szydlo seconded the motion. Ayes: Trustees: Jean Micklevitz, Deb Twenhafel, Jim Daffron, Amanda Stephens and Mike Szydlo. Five ayes, one absent, motion carried.

Kane County Sheriff’s Report: Deputy Latham was absent. No report.

Review and Approval of DCEO Grant Agreement-HR220041 for $100,000 and Authorization for Village President and Village Clerk to Execute Same. Village Engineer John Whitehouse stated there are no current updates. There was a request to have a letter from the Village stating whether or not upfront capital was needed or if the grant would be a reimbursement grant. This letter was signed and emailed back by Village President Mary Kay Wlezen stating this would be a reimbursement. This request should have been in the standard packet initially however this is now acknowledged. Village President Mary Kay Wlezen stated this will be tabled for the next Village Board meeting on January 17, 2023.

Board Discussion on Committees, their duties and possible changes. Village President Mary Kay Wlezen mentioned the Village Trustees and Village Employees are all involved between the two committees Public Works and Public Safety and Health. Therefore, there is a possibility of changing one of the Committees to a Grant Committee. Since the Village is now working with CMAP, it may beneficial to updating some committees to assist with the new current and upcoming programs. More ideas about this will be welcomed for discussion at the next meeting.

Public Works Committee – (Mike Szydlo) No report.

Public Safety/Health & Welfare Committee – (Ryan Wasson) No report.

Community Development and Events Committee – (Deb Twenhafel). No report.

Planning and Development Committee – (Amanda Stephens) No report.

Finance Committee – (Jean Micklevitz) No report.

Village President’s Report: Village President Mary Kay Wlezen stated Pins for Payton is local fundraiser being held on February 11, 2023 to help raise money for medical expenses for the Cowan family. With the Boards consensus to approve, the Village of Burlington will sponsor a lane for $100.00 for Pins for Payton. Village President Mary Kay Wlezen stated there are past due monies remaining for Michael Foundation and Throttle Monkey. With the Boards consensus to approve, it was agreed to use the security deposits received in and apply towards any remaining balances due, waive the balance due of late fees and zero any remaining balances. A letter will be sent to Foundation’s advising them both security deposits of which were received when the accounts were established will be applied to the open accounts and both accounts will be closed. President Wlezen stated resident Mary Wisz has emailed a new set of photos in reference to the drainage issues on Old Plank Road near her residence. Village Engineer John Whitehouse stated he will be in the area within the next day or two and can check and advise on the situation.

Village Clerk’s Report: Village Clerk Christine Jones stated the Illinois Municipal League (IML) released the new laws for 2023 which are printed and available for reference at the Village office or available to view online. Clerk Jones also stated she received a scholarship for the Winter Seminar in Charleston, IL. The seminar is January 26th and 27th.

Deputy Clerk’s Report: No report.

Guests: No comments.

Village Trustee Amanda Stephens made a motion to go into an Executive/Closed Session for the purpose of Personnel 5 ILCS 120/2 (c) (1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity. Trustee Deb Twenhafel seconded the motion. Ayes: Trustees: Jim Daffron, Mike Szydlo, Deb Twenhafel, Jean Micklevitz and Amanda Stephens. Five ayes, one absent, motion carried.

The Board went into an Executive/Closed Session at 7:20 p.m.

The Board Meeting was reconvened at 7:30 p.m. Trustee Jim Daffron made a motion to reconvene the Board Meeting at 7:30 p.m. Trustee Mike Szydlo seconded the motion. Ayes: Jim Daffron, Mike Szydlo, Amanda Stephens, Jean Michlevitz and Deb Twenhafel. Five ayes, one absent, motion carried.

Board Action on the November 21, 2022, Closed Session Village Board Meeting Minutes. This action will be tabled until the Executive/Closed Session.

Board Action on Employee Raises for 2023. Village President Mary Kay Wlezen stated there will be a 4% raise for Mark Wilkison, Christine Jones, Natalie Meisner and Roy Theiner. Natalie Meisner and Roy Theiner have the option of accepting the 4% raise or joining IMRF. Village Clerk Christine Jones and Deputy Clerk Natalie Meisner are allowed to work an additional (5) hours per week as needed. Trustee Jim Daffron made a motion to approve Employee Raises for 2023. Trustee Deb Twenhafel seconded the motion. Ayes: Trustees: Jean Micklevitz, Deb Twenhafel, Jim Daffron, Amanda Stephens and Mike Szydlo. Five ayes, one absent, motion carried.

Adjournment: Trustee Deb Twenhafel made a motion adjourn the meeting and Trustee Mike Szydlo seconded the motion. Ayes: Trustees: Amanda Stephens, Mike Szydlo, Jean Micklevitz, Deb Twenhafel and Jim Daffron. Five ayes, one absent, motion carried. The meeting was adjourned at 7:34 p.m.
